By the end of February, all enterprises with an output value of more than 500 million yuan in the Lingang New Area of Shanghai Free Trade Zone had resumed work, and the return rate of enterprises with an output value of more than 100 million yuan reached 98.7%.
It is the "full chain service" of Lingang, which helps enterprises solve all kinds of problems encountered in the process of resuming work and production, and makes enterprises run smoothly.
Aiming at "blocking points" to help enterprises resume work and production
At the beginning of the resumption of work on February 10th, it was learned that hundreds of new employees in Tesla Giga Shanghai had no accommodation. The management committee of Lingang New Area of Shanghai Free Trade Zone came forward to coordinate in time, and Lingang Group and Gangcheng Group quickly coordinated five relatively independent houses, which helped solve this problem. After that, all the staff in the new area used their brains to solve the problems of bed, desk and chair configuration in the room, and helped the enterprise to coordinate two infrared temperature testers, which improved the efficiency of employee temperature measurement.
Wu Xiaohua, full-time deputy director of the Management Committee of Lingang New Area, introduced that the new area has established an efficient service mechanism for enterprises to resume work and production. During the Spring Festival, a package plan for enterprise epidemic prevention and control and resumption of work and production was studied and formulated, and a team of more than 300 commissioners was established, dividing the new area into 7 blocks and 56 grids to fully serve enterprises in epidemic prevention and anti-epidemic. Through the practice of "one network to run", the enterprise can complete the record of returning to work without running once. The staff of the Commercial and Cultural Travel Department of the New Area Management Committee tried to contact Shanghai Foreign Service Company to set up a service platform of "Sharing Employees in Lingang New Area" and adjust the supply and demand balance of human resources in enterprises.
On February 20th, 11 employees from "Spicy Fish", a catering enterprise in Xintiandi, Gangcheng, went to ABB warehouse in Prologis International Logistics Park in Lingang for induction training, and officially became "shared employees" in the new area.
Affected by the epidemic, "Spicy Fish" can’t operate normally in a short period of time, and it is in a crisis period of personnel dissolution and enterprise closure. At the same time, ABB, an enterprise that provides extensive equipment and technical support for electric power, public utilities and industrial customers, cannot return to Shanghai on time, resulting in the difficulties of goods accumulation in the warehouse and lagging market sales.
After learning this information, the Commercial, Cultural and Tourism Department of the Management Committee of the New Area held an urgent discussion and decided to build a service platform of "Sharing Employees in the New Area of Lingang", fully launched the "Sharing Employees" mode during the epidemic, and distributed relevant notices to enterprises through various parks to achieve full coverage of enterprises in the new area, so as to fully understand the problems such as personnel shortage and business crisis encountered by enterprises when they resumed work.
The Business Travel Department of the Management Committee of the New Area, together with Shanghai Foreign Service Company, understands the specific requirements and salary level of the positions required by enterprises, evaluates the post requirements, discusses the details of personnel docking, formulates the employment mode and process for enterprises, organizes enterprises with matching needs to negotiate on matters such as employee treatment and labor protection, and collects employee information. At present, more than 10 enterprises, including Yoshida Zipper, Mukou Information Technology, Junzheng New Energy and Haichang Ocean Park, have joined the "shared employees" platform in the new area.
The epidemic subsidies were implemented quickly and accurately.
In addition to responding quickly to the problems encountered by enterprises, the new district management Committee also took the initiative to launch a series of measures to help enterprises tide over difficulties.
On the first day of resumption of work on February 10th, the new district management committee launched 16 "hard core" measures to support enterprises in the area to fight the epidemic and effectively reduce the operating burden of enterprises. According to reports, as of March 5, these 16 "hardcore" initiatives have cashed in more than 19.38 million yuan, and 200 enterprises have received subsidies.
On February 15th, the new district management committee started the declaration of policy support matters, which was divided into nine declaration directions. The investment promotion service center has implemented the perfect docking policy, worked overtime and rushed to make the first batch of epidemic subsidies distributed to enterprises as soon as possible. In just 4 days, the first batch of epidemic subsidies from 25 enterprises have arrived, and the fastest enterprise applied for the declaration in the morning and got the epidemic subsidies in the afternoon. It is particularly worth mentioning that the new area has also given a one-time rental subsidy to the isolated employees of enterprises. The amount is not large, but it is full of human feelings.
Shanghai Jiaao Information Technology Development Co., Ltd. is a medical device company that manufactures intelligent surgical robots. During the epidemic, the company was unable to return to work in time to deliver orders, resulting in heavy losses. "It is the person in charge of the industrial park of the new district management committee who took the initiative to call to inquire about the situation and inform the government of the epidemic subsidy measures. Under the guidance of the staff of the Investment Promotion Service Center, we quickly applied for a special assistance fund of 150,000 yuan, which solved the urgent need. Internet plus yunshang merchants
On February 13th, the third day after the enterprise resumed work, 12 projects with a total investment of 20 billion yuan were signed online in the new area as scheduled. These projects mainly focus on the third generation semiconductor materials, design and technology represented by 5G.
On March 5th, Geke Microelectronics (Hong Kong) Co., Ltd. signed a cooperation agreement with the management committee of the new area, and planned to invest and build a "12-inch CIS integrated circuit characteristic process research and development and industrialization project" in the Lingang new area. The estimated investment of this project is US$ 2.2 billion. It is planned to start in the middle of this year and be completed in the first phase in 2021. From the initial contact before the Spring Festival to the formal negotiation after the Spring Festival, in less than a month, the new district management Committee agreed on the landing plan with Gekewei Company and signed an investment agreement. This is another major project that landed substantially in the new area after the 20 billion yuan project landed in Lingang New Area on February 13th.
In order to ensure that the projects under construction will not stop and the investment projects will not stop after the enterprises resume their work and production in an orderly manner during the special period of epidemic prevention and control, the management committee of the new area has tried its best to attract investment by "internet plus" and "negotiate without meeting". These special investment methods during the epidemic period have enabled the management committee of Lingang New Area to sign an online contract and make the project land smoothly.
