　　In order to implement the "Decision of the Central Committee of the Communist Party of China and the State Council on Winning the Fight against Poverty" and the spirit of the Central Poverty Alleviation and Development Work Conference, and effectively improve the pertinence and effectiveness of poverty alleviation work, we now put forward the following opinions on establishing a poverty exit mechanism.

　　I. Guiding ideology

　　Fully implement the spirit of the 18th National Congress of the Communist Party of China and the Third, Fourth and Fifth Plenary Sessions of the 18th Central Committee, thoroughly implement the spirit of the series of important speeches by the Supreme Leader General Secretary, firmly establish the development concept of innovation, coordination, green, openness and sharing around the overall layout of "five in one" and the strategic layout of "four comprehensive", and carry out in-depth precision poverty alleviation and precision poverty alleviation in accordance with the decision-making arrangements of the CPC Central Committee and the State Council, with the effectiveness of poverty alleviation as the basis and the recognition of the masses as the standard.

　　Second, the basic principles

　　— — Insist on seeking truth from facts. Those who have reached the poverty alleviation standard should be withdrawn in time, and new poor people or people returning to poverty should be included in the scope of poverty alleviation in time. Pay attention to the quality of poverty alleviation, resolutely prevent false poverty alleviation, and ensure that poverty withdrawal reflects objective reality and can stand the test.

　　— — Adhere to graded responsibility. The working mechanism of central planning, overall responsibility of provinces (autonomous regions and municipalities directly under the Central Government) and implementation of cities (prefectures) and counties shall be implemented. The Leading Group for Poverty Alleviation and Development of the State Council formulates unified exit standards and procedures, and is responsible for supervision and guidance, spot check and verification, evaluation and examination, filing and registration, etc. Provinces (autonomous regions and municipalities directly under the Central Government) shall formulate local poverty alleviation plans, annual plans and implementation measures, and do a good job in organizing implementation, supervision and inspection. Cities (prefectures) and counties summarize data, identify the situation, and implement it in detail to ensure the orderly progress of poverty withdrawal.

　　— — Adhere to standardized operation. Strictly implement the exit criteria, standardize the workflow, and earnestly make the procedures open, the data accurate, the files complete and the results fair. Democratic appraisal must be carried out for the exit of poor people, and the exit of poor villages and counties must be reviewed, and the exit results should be announced publicly, so that the masses can participate in the evaluation and be transparent throughout the process. Strengthen supervision and inspection and carry out third-party evaluation to ensure that the results of poverty alleviation are true and credible.

　　— — Adhere to positive incentives. After the poor population, poor villages and poor counties quit, the original poverty alleviation policy of the state will remain unchanged for a certain period of time, and the support will not be reduced, leaving a buffer period to ensure stable poverty alleviation. For poverty-stricken counties that withdraw early, the provinces (autonomous regions and municipalities directly under the Central Government) can formulate corresponding incentive policies to encourage poverty alleviation.

　　III. Exit criteria and procedures

　　(1) The poverty-stricken population withdrew. Poverty-stricken people withdraw from households as a unit. The main measure is that the annual per capita net income of the household steadily exceeds the national poverty alleviation standards and is well fed and clothed, and compulsory education, basic medical care and housing security are guaranteed.

　　The withdrawal of poor households is put forward by the village "two committees" after democratic appraisal, verified by the village "two committees" and the resident team, and plans to withdraw from the poor households for approval. After publicity in the village without objection, the withdrawal is announced, and the number is cancelled among the poor people who set up a file.

　　(2) The poor villages withdrew. The exit of poor villages takes the incidence of poverty as the main measure, and takes into account the comprehensive factors such as infrastructure, basic public services, industrial development and collective economic income in the village. In principle, the incidence of poverty in poor villages will be reduced to below 2% (to below 3% in the western region), and the announcement will be withdrawn after publicity in towns and villages without objection.

　　(3) The poverty-stricken counties withdrew. Poverty-stricken counties include key counties in national poverty alleviation and development work and counties in concentrated contiguous poverty-stricken areas. The exit of poverty-stricken counties is mainly measured by the incidence of poverty. In principle, if the incidence of poverty in poverty-stricken counties falls below 2% (below 3% in the western region), the county-level leading group for poverty alleviation and development will withdraw, the municipal leading group for poverty alleviation and development will conduct preliminary examination, and the provincial leading group for poverty alleviation and development will verify it. After confirming the withdrawal list, it will be publicized to the public for comments. If there is no objection to the publicity, the leading group for poverty alleviation and development of all provinces (autonomous regions and municipalities directly under the Central Government) shall report to the leading group for poverty alleviation and development of the State Council after examination and approval.

　　The Leading Group for Poverty Alleviation and Development of the State Council organizes relevant departments of the central and state organs and relevant forces to conduct special evaluation and inspection on local withdrawal. Those who do not meet the requirements or fail to fully perform the exit procedures shall be instructed to check and handle the relevant places. For poverty-stricken counties that meet the exit conditions, the provincial government officially approved the exit.

　　Fourth, the job requirements

　　(1) Effectively strengthen leadership. Party committees and governments of all provinces (autonomous regions and municipalities directly under the Central Government) should attach great importance to poverty alleviation, strengthen organizational leadership and overall coordination, and earnestly perform their duties. The completion of the annual task of poverty withdrawal is included in the central government’s assessment of the effectiveness of poverty alleviation and development work of provincial party committees and governments. Local leading groups for poverty alleviation and development at all levels should implement them at all levels and carefully organize their implementation. Local poverty alleviation departments at all levels should conscientiously perform their duties, be good staff assistants of party committees and governments, and coordinate relevant parties to do a good job in investigation and verification, public announcement, filing management, information entry and so on.

　　(2) Make a good exit plan. All provinces (autonomous regions and municipalities directly under the Central Government) should, in accordance with the requirements of the provinces (autonomous regions and municipalities directly under the Central Government) to take overall responsibility, adjust measures to local conditions, formulate specific plans for poverty alleviation as soon as possible, and clarify implementation methods and working procedures. The exit plan should conform to the actual situation of poverty alleviation and prevent one-sided pursuit of poverty alleviation progress.

　　(3) Improve the exit mechanism. Poverty withdrawal involves a wide range and strong policy, which should be gradually improved in the implementation process. It is necessary to do a good job in tracking and judging, and timely discover and solve the problems of signs and tendencies in the implementation of the exit mechanism. It is necessary to seriously carry out the effect evaluation to ensure the positive incentive effect of the poverty exit mechanism.

　　(4) Strengthen supervision and accountability. The leading group for poverty alleviation and development of the State Council, the party committees and governments of all provinces (autonomous regions and municipalities directly under the Central Government) should organize and carry out poverty alleviation inspections, and conduct supervision and special inspections on a regular or irregular basis every year and in stages. If there are major mistakes in the work of poverty withdrawal, causing serious consequences, and there are problems such as fraud and illegal operation, it is necessary to investigate the responsibilities of relevant departments and personnel according to discipline and law.

There are 6,251 compulsory education schools in the province, with 913,913 students, 4,060,324 students and 278,194 full-time teachers.

1. Primary school

There are 4,610 primary schools in the province, a decrease of 30 or 0.65% over the previous year. 514,146 students were enrolled, an increase of 3,213 students or 0.63% over the previous year; There were 2,892,019 students in school, an increase of 116,145 or 4.18% over the previous year; There were 398,105 graduates, an increase of 7,914 or 2.03% over the previous year. The net enrollment rate of primary school-age children [4] is 99.97%.

There are 173,278 teaching and administrative staff in primary schools [5] (excluding nine-year compulsory schools and twelve-year compulsory schools), an increase of 6,206 over the previous year, with an increase of 3.71%; There were 177,084 full-time teachers, an increase of 6,375 or 3.73% over the previous year. 2. Junior high school

There are 1,641 junior middle schools in the province, an increase of 29 or 1.80% over the previous year. Enrolled 399,767 students, an increase of 7,448 students or 1.90% over the previous year; 1,168,305 students, an increase of 44,786 or 3.99% over the previous year; There were 353,880 graduates, an increase of 2,520 or 0.72% over the previous year. There are 117,314 junior high school teachers and staff, an increase of 4,449 or 3.94% over the previous year; There are 101,110 full-time teachers, an increase of 1,187 or 1.19% over the previous year. The qualification rate of junior high school full-time teachers was 99.97%, which was the same as last year. The ratio of students to teachers is 11.55:1.

The total number of junior high school classes is 25,659, an increase of 1,086 over the previous year. Among them, there were 234 large classes with 56-65 students, a decrease of 660 over the previous year, accounting for 0.91% of the total number of classes, a decrease of 2.73 percentage points over the previous year; There are 0 super-large classes with more than 66 people.

3. Migrant children [8]

There are 406,378 children of migrant workers in the compulsory education stage. Among them, 311,424 students attended primary schools and 94,954 students attended junior high schools.

Fourth, special education

There are 70 special education schools in the province, an increase of 4 or 6.06% over the previous year. There are 1,614 full-time teachers in special education schools, an increase of 95 or 6.25% over the previous year.

There are 464 ordinary high schools in the province, 7 fewer than the previous year, down by 1.49%; Enrolled 212,548 students, a decrease of 164 students or 0.08% over the previous year; There were 654,448 students, a decrease of 29,443 or 4.31% over the previous year; There were 241,318 graduates, a decrease of 10,917 or 4.33% over the previous year.

There are 86,958 teaching and administrative staff in ordinary senior high schools, a decrease of 915 or 1.04% over the previous year. There were 57,224 full-time teachers, a decrease of 249 or 0.43% over the previous year. The ratio of students to teachers is 11.44:1. The qualification rate of full-time teachers’ academic qualifications was 99.41%, an increase of 0.33 percentage points over the previous year.

2. Secondary vocational education

There are 230 secondary vocational education [11] schools in the province, which is the same as last year. Among them, there are 31 general secondary specialized schools, which is the same as last year; 196 vocational high schools, unchanged from the previous year; There are 3 adult secondary specialized schools, the same as last year.

Secondary vocational education enrolled 107,041 students, 2,150 fewer than the previous year, accounting for 33.49% of the total enrollment of senior high school education in the province. Among them, general secondary specialized schools enrolled 27,660 students, an increase of 1,629 students or 6.26% over the previous year; Vocational high schools enrolled 79,280 students, a decrease of 3,820 students or 4.60% over the previous year; Adult secondary specialized schools enrolled 101 students, an increase of 41 students or 68.33% over the previous year.

There are 279,787 students in secondary vocational education, an increase of 22,258 over the previous year, accounting for 29.95% of the total number of students in high school education in the province. There are 15,190 full-time teachers in secondary vocational education schools, an increase of 843 over the previous year. Among them, there are 1,853 full-time teachers in ordinary secondary specialized schools, a decrease of 298 over the previous year; There are 13,216 full-time teachers in vocational high schools, an increase of 1,118 over the previous year; There are 121 full-time teachers in adult secondary specialized schools, an increase of 23 over the previous year. VI. Higher education

There are 110 higher education schools in the province. Among them, there are 96 ordinary colleges and universities, an increase of 1 over the previous year, and 14 adult colleges and universities. There are 57 ordinary undergraduate colleges, the same as last year. There are 39 higher vocational colleges, an increase of one over the previous year. There are 50 graduate training institutions in the province, including 28 colleges and universities and 22 scientific research institutions. The whole province enrolled 59,041 graduate students [13], an increase of 10,846 over the previous year, with an increase of 22.50%. 　　I have been working in the Research Room 604 of the Institute of Computer Science, School of Computer Science, National University of Defense Technology since I graduated with a doctorate in 2010.

　　Laboratory 604 is a research collective with a long and glorious history and a glorious tradition. It has always been a key technical team in the development of the high-performance computing system of "Galaxy" and "Tianhe". I was fortunate to accompany the collective through the whole process of the development cycle of "Tianhe-2".

　　The "Milky Way" and "Tianhe" team has always kept up with the international forefront in the development of high-performance computing systems, planning ahead, and using technological progress to promote the development of applications. In fact, when "Tianhe-1" was ranked first in the world supercomputing at the end of 2010, the "Tianhe" general division team had already started planning the work of "Tianhe-2".

　　In the early days of the "Tianhe-2" project, I participated in the project demonstration work. At the same time, as a researcher of the high-speed interconnection system, I experienced countless project discussions, centralized closed development, and system-wide debugging of the interconnection subsystem. Especially in the first half of 2013, in order to catch up with the progress, we worked 24-hour shifts for system-wide debugging, and everyone often slept on the floor in the computer room and debugging room at night. At that time, it was May and June, and Changsha had already begun to heat up. Due to the focus of the power supply system of the National Defense University of Science and Technology, the air conditioning of the whole school’s offices was stopped, but the debugging room we were in was extremely cool, which could be regarded as a "benefit" brought by the adjustment.

　　In the process of participating in the demonstration and development of the "Tianhe" interconnection system, I realized that the "Tianhe" team attaches great importance to basic research and the spirit of independent innovation. The development of high-performance computing systems places special emphasis on the hardware and software collaborative design methodology, and the effectiveness of the collaborative design methodology depends on the continuous performance evaluation ability of changes in hardware-software applications. In the later stage of the "Tianhe-1" project, our interconnection team began to lay out and develop independent collaborative design tools for the "Tianhe" system.
