Minister of the Ministry of Industry and Information Technology: Mobilize the enthusiasm of the whole society and jointly promote the construction of a strong country.

Manufacturing has become the commanding height of global economic competition. The CPC Central Committee and the State Council are determined to accelerate the promotion of new industrialization, promote the manufacturing industry and grasp the real economy. In May last year, the State Council formulated and issued Made in China 2025, which is the action program for China to implement the strategy of manufacturing power in the first decade. Its core is to accelerate the innovation and development of manufacturing industry and realize the historic transformation of China from a manufacturing power to a manufacturing power. After a year and a half of implementation, what is the progress of Made in China 2025? What results have been achieved? What problems should we pay attention to? How to further advance in the next step? In response to these hot issues, the reporter recently interviewed Miao Wei, Minister of Industry and Information Technology.

First, a 1+X planning system has been established.1 is the planning itself of Made in China 2025, and X refers to 11 supporting plans or action plans or development guides. At present, we have issued 8 guidelines and organized their implementation, and the remaining 3 are in the process of approval.

Second, the "Made in China 2025" class was held with the Central Organization Department and the National School of Administration for provincial and ministerial cadres. In this form, we can deepen the study and understanding of documents and improve our understanding of ideas. We also know that there are 27 provinces, autonomous regions and municipalities directly under the Central Government, which have set up leading groups to build strong provinces, thus ensuring the implementation of the plan ideologically and organizationally.

Third, the strategic advisory Committee of the national manufacturing power was established. The National Manufacturing Power Strategy Advisory Committee has released the 2015 edition of the roadmap for technological innovation in key areas to guide market resources to effectively gather in the country’s strategic priorities.

Fourth, carry out pilot demonstrations.. At present, pilot demonstration work has been carried out in Ningbo, Zhejiang, six cities and one district on the west bank of the Pearl River in Guangdong, and five cities in southern Jiangsu, and valuable experience has been gained through pilot demonstration.

Fifth, strengthen overall coordination.. In order to avoid everyone rushing headlong into action, we have formulated the "Made in China 2025" guidelines for provinces and cities, and the ministries and provinces have cooperated to jointly promote the development of local industries and enterprises with advantages.

Reporter: What obvious effects have we seen since it was implemented for more than a year? Next, what ideas do we have? How to thoroughly implement Made in China in the next step?2025》?

Miao Wei:Last year, the Ministry of Industry and Information Technology identified 46 pilot demonstration projects of intelligent manufacturing, and this year, 63 projects were identified. These 109 projects are distributed in different industries. These projects have achieved remarkable results in improving production efficiency, reducing energy consumption, reducing development cycle and reducing operating costs of enterprises. Accumulated replicable experiences and models in sub-sectors, and organized trade associations to promote them.

Next, we will also focus on the following tasks. First, do a good job in the implementation of five major projects, namely, the construction project of manufacturing innovation center, intelligent manufacturing project, industrial strong foundation project, green manufacturing project and high-end equipment innovation project proposed by Made in China 2025. Second, do a good job in the refinement and implementation of relevant policies. Third, do a good job in pilot demonstration, mobilize more local governments to participate in the implementation of Made in China 2025, and mobilize our enthusiasm to form a pattern in which the central and local governments jointly promote the construction and development of a manufacturing power. Fourth, do a good job in overall coordination, including the connection between planning and planning, the mutual support of policies among departments, and the linkage between ministries and provinces. Through these efforts, the plan will be turned into an annual plan, and the annual plan will be turned into practical action, and the action will be turned into an effect.

Intelligent manufacturing is the trend of industrial change.

Reporter: Made in China2025The main direction of "Intelligent Manufacturing" is intelligent manufacturing. We find that the meaning of intelligent manufacturing is very rich. For different industries and enterprises, its focus is also different. What is the core of intelligent manufacturing that you understand?

Miao Wei:I think intelligent manufacturing is our ultimate development goal. In fact, Made in China 2025 holds that intelligent manufacturing is divided into three stages, namely digitalization, networking and intelligence. At present, on a global scale, few existing enterprises can reach the level of intelligence. The basis of intelligence is digitalization. We should first change products, production processes and management digitally. On this basis, we will establish communication networks between different equipment, equipment and products, equipment and people, and finally realize networking. On the basis of digitalization and networking, we can talk about intelligent manufacturing. Considering that the ultimate direction for us to guide everyone is intelligence, we take intelligent manufacturing as our main direction, which has been reflected in the guiding ideology of Made in China 2025.

Reporter:Intelligent manufacturing is a very complicated process. For enterprises, the change is very big. Whether it is production equipment, the whole production line or the whole network design, it involves many dimensions and a wide range. So, is this industrial revolution a big wave of sand scouring in China’s industry?

Miao Wei:From a global perspective, whether we discuss the third industrial revolution or German Industry 4.0, it is indeed a scientific and technological revolution and industrial transformation. In this change, enterprises must keep up with the process in order to stand out. If you turn a blind eye to this process, or the pace is too slow, you may be eliminated by the trend, which is an inevitable trend. More and more enterprises in China are gradually joining in the intelligent manufacturing and taking the initiative to take measures. Although it will increase some investment and bring about changes in the existing production mode, it is still worthwhile. The achievements of the pilot demonstration projects mentioned earlier show that it is necessary to implement intelligent manufacturing as a new production mode in all walks of life.

Reporter:We have seen some leading enterprises in some industries, forming intelligent workshops and even internet factories, which are at the forefront of their peers. So does this mean that this is an advanced model? In addition, what are the bottlenecks in the process of advancing? How to solve it?

Miao Wei:With the continuous advancement of the intelligent process, what these enterprises do definitely represents a direction. Of course, this progress will not stop. With the continuous development of technology, intelligent manufacturing technology represented by artificial intelligence will be gradually introduced to transform traditional production lines. With the popularization of intelligent manufacturing, it also poses real challenges to the industry, such as realizing online detection and control, which brings challenges to sensing technology, data storage and application. In the long run, with the continuous improvement of the level of intelligence, it also brings some new problems to the industry that have not been encountered in the traditional way, and security is one of them. Now that a Trojan virus is implanted into the terminal, it may bring a series of large-scale social impacts. Not long ago, the Ukrainian power grid was paralyzed in a large area. In fact, it was because of the introduction of intelligent manufacturing technology that the virus was implanted. However, despite the objective existence of problems, development should not be stopped because of these problems, and development should still be put in the first place.

As for the bottleneck encountered by enterprises in the process of moving towards intelligent manufacturing, I think we should start from the following aspects: First, improve the standards. The first step to realize intelligent manufacturing is interconnection. If there are no rules that everyone abides by, it will become a "chicken and duck talk", which is also the primary problem faced by American industrial Internet and German Industry 4.0.

Second, break through the core technology. Core technologies in China’s high-end sensors, control systems, industrial software, industrial internet and other fields have yet to be broken. Without advanced technologies, digitalization, networking and intelligence will be empty talk.

Third, arm the industry with high-end equipment. In other words, the industry needs more high-end CNC machine tools, 3D printing and industrial robots to participate in production, so as to promote the automation and digitalization of the production process of enterprises and finally realize intelligence.

Finally, ensure the safety of industrial networks. With more machines and more products connected to the Internet, the problems facing the Internet now may extend to the Internet of Things. The impact and damage caused by it may be greater than the impact and damage caused by the Internet. We must plan ahead, study and deal with these problems as soon as possible, and seek advantages and avoid disadvantages. First, to do a good job in security prevention and control, all these networked devices should be equipped with a certain protection system, including the password of the personnel used should be updated regularly, and the complexity should be improved. This is the most fundamental. Second, we should study some technologies to find problems in time, such as anti-virus systems, and be able to know when and where we have problems. Third, to establish a credible system of the whole society, in the real society, honesty is the rule that everyone must abide by. Similarly, in the future network society, everyone should pay attention to honesty in order to maintain order.

Reporter:In the process of promoting intelligent manufacturing, are there any shortcomings? Where are the shortcomings?

Miao Wei:In the process of promoting intelligent manufacturing, our biggest shortcoming is that the industrialization process lags behind that of developed countries. For example, Germany, a developed country, according to its standards, German enterprises have basically reached the level of 3.0. However, Chinese enterprises have not yet reached 2.0, so we have to make up the course of 2.0, and promote 3.0 to 4.0 at the same time. We must promote 2.0, 3.0 and 4.0 in parallel. So for us, this may be our biggest shortcoming. Of course, China also has advantages. China is the country with the largest manufacturing industry and the largest Internet application in the world. If these two advantages are brought into full play, especially the better integration of industrial enterprises and Internet enterprises, we can fill the shortcomings and turn disadvantages into advantages. We should give full play to our existing advantages and speed up the whole process of industrialization.

Promoting innovation drive with enterprises as the main body

Reporter:Innovation is driven by Made in China.2025One of the basic principles in the guiding ideology is to improve the innovation ability of the national manufacturing industry, which is also made in China2025"One of the key tasks. We have a profound experience in the interview, that is, many enterprises feel that innovation mechanism is very important. Excuse me, how should we promote innovation drive at the national level?

Miao Wei:Innovation is the driving force of industrial development. Only through continuous innovation can industrial enterprises improve their competitiveness and remain invincible in the competition. For the manufacturing industry, we should promote innovation-driven. On the one hand, we should build an innovation system that combines Industry-University-Research with enterprises as the main body, give full play to the main position and role of enterprises, and let enterprises assume the main responsibility in innovation, especially in technological innovation.

On the other hand, we should eliminate the so-called "Death Valley" from laboratory products to industrialization, and improve the effectiveness of the supply of key common technologies. The primary task put forward in "Made in China 2025" is the construction project of manufacturing innovation center. Through the construction of innovation center, the problem of lack of common technology oriented to the industry can be solved, so as to promote more scientific research achievements to be finally transformed into realistic productivity.

Reporter:What are the essential differences between manufacturing innovation centers and our previous R&D centers? What is the operating mechanism?

Miao Wei:First of all, the purpose of manufacturing innovation center is to provide industry-oriented generic technology, rather than providing individual core technology of a single enterprise. After research, we believe that the manufacturing innovation center must attract the backbone enterprises in the industry to participate in investment and construction, and solve the common technical problems faced by everyone.

Secondly, in the system, the manufacturing innovation center is built according to the principle of marketization, and institutions, especially those with full funding, are not suitable. We should look for topics and research and development directions in the market competition according to the principle of marketization, and finally turn these technologies into the income of innovation centers.

Finally, in terms of internal mechanism, we hope to establish a modern enterprise system with China characteristics, which can give full play to and dispatch people’s enthusiasm and provide systems to attract, retain and give full play to talents. Of course, we don’t have much experience in this respect. We should sum up while exploring and constantly improve to form a new system and operating mechanism suitable for the development of innovation centers.

Multi-pronged approach to promote the innovation and development of major technical equipment

Reporter:The major technical equipment is made in China.2025One of the key promotion areas, what achievements have we made in promoting the research and development of major technical equipment? In the process of promoting the development of major technical equipment, what do we have to grasp?

Miao Wei:After more than 30 years of development, China’s major technical equipment has made remarkable achievements. A number of important technical equipment such as manned space flight, "Jiaolong" submersible, large passenger plane, million kilowatt ultra-supercritical thermal power unit, million kilowatt nuclear power unit, UHV AC/DC power transmission and transformation equipment, high-speed gantry five-axis machining center and high-speed rail transit equipment have been successfully developed. The rapid development of major technical equipment has greatly enhanced China’s comprehensive strength, provided strong support for China’s economic and social development, and laid an important foundation for China as a big country with world influence.

For example, in the early days of reform and opening up, all nuclear power plants in China were contracted by foreign companies. Take Daya Bay Nuclear Power Station as an example, everything from nuclear island equipment to screws and nuts, and even stainless steel dinner plates for canteens were imported at the request of French companies. Today, China has mastered the core technology of the third generation nuclear power represented by "Hualong No.1" and CAP1400, and realized the world’s first set of 1 100 kV UHV DC transmission and transformation equipment. In addition, Jinan No.2 Machine Tool "large-scale automatic automobile stamping production line" not only occupied nearly 80% of the domestic market, but also successfully entered the international high-end market. In the international bidding, it won orders for 9 production lines of Ford Motor Company in four American factories, especially in the case of a price war between German competitors. The above two cases show that China’s major technical equipment is moving from following development to innovation, from low-end "good quality and low price" to high-end development.

In practical work, we promote the research and development of major technical equipment through the implementation of major scientific and technological projects. At present, China has started to implement the special projects of high-grade CNC machine tools and basic manufacturing equipment, new generation broadband wireless mobile communication network, core components, high-grade chips and basic software, and recently launched major projects of aero-engines and gas turbines. We hope that through the implementation of special projects, we will promote high-end breakthroughs in equipment and push forward the continuous development of the entire major technical equipment.

Reporter:During the interview, we found that China invested money, manpower and material resources to research and develop major projects, and finally made products with certain competitive advantages. However, sometimes the market is not optimistic, and it feels that the application of the first set has become a bottleneck. What do you think of this? Do we have corresponding countermeasures?

Miao Wei:There are subjective and objective reasons for this phenomenon. Subjectively, people often think that there may be some defects or deficiencies in the first set of new equipment. Although the price is low compared with foreign products, some people will worry about the decrease of reliability and quality. Objectively speaking, at present, the whole society still needs to form a consensus to support the "first set". To provide opportunities for everyone to use it, only by constantly improving in use can we continuously improve the product performance. Therefore, we need to start from the system and policy to solve these problems.

In February last year, the Ministry of Industry and Information Technology, in conjunction with relevant departments, launched the pilot work of the insurance compensation mechanism for the first (set) of major technical equipment, that is to say, the first set of equipment was insured, and in case of problems, the insurance company would pay compensation instead of putting all the risks on the users. This system has just begun. In the past year or so, we have promoted the first (set) application of more than 50 billion equipment products and promoted the innovation and development of major technical equipment.

It can be said that the pilot work of the insurance compensation mechanism for the first (set) of major technical equipment has been innovated in mechanism, and it has also been well received by enterprises. In the next step, we will continue to improve the policy and expand the use effect.

Jin Yuzhi, CEO of Huawei BU: The mission of Gankun Zhijia is to bring intelligence to every car.

Not long ago, Huawei released a new brand of smart car solutions with smart driving as the core-Huawei Gankun. In beijing international automotive exhibition in 2024, Jin Yuzhi, CEO of Huawei’s smart car solution BU, accepted an exclusive interview with Liang Yi, general manager of Xinhuanet Automobile Industry Center, and gave a detailed introduction to the original intention of launching Gankun brand, as well as the advantages and intelligent direction of Huawei’s smart driving.

Interview the scene

Liang Yi, General Manager of Xinhuanet Automobile Industry Center:Hello, Mr. Jin. Huawei recently released the Gankun brand. What is the original intention of releasing this brand? What kind of innovative energy will Gankun brand bring?

Jin Yuzhi, CEO of Huawei Smart Car Solution BU:Thank you. Gankun is a brand released on April 24th. The second half of electrification is intelligentization, which first happened in the cockpit field. Therefore, Huawei launched the HarmonyOS cockpit brand around the cockpit, which has reached the "ceiling" of the industry through continuous development.

Jin Yuzhi, CEO of Huawei Smart Car Solution BU

According to our judgment, this year will be the first year of intelligent driving, and the China market will really start to adopt intelligent driving on a large scale. We Huawei are leading in the field of intelligent driving, and the English brand is very loud, ADS, Advanced Driving System, but we need a loud Chinese name, so we used this auto show to update its name, called "Gankun Intelligent Driving". The meaning of the word "Gan Kun" means that Gan is the sky, Kun is the Kun of Kunlun Mountain, and Kun means the mountain. Doing means that we should "pierce the sky upwards" in industrial development and lead the development of the industry; The meaning of Kun should be like a mountain, "down to the root" and build a hard-core technology. In this way, together with our partners, we can lead the intelligent second half forward, make China’s smart cars go better and let users get a safer intelligent driving experience.

Liang yi:In the first commercial year of intelligent driving scale in automobile industry, the brand of "Gankun" was launched at this node. What changes will Huawei bring in the field of intelligent driving? What is Huawei’s advantage in this field?

Jin Yuzhi:We have invested in intelligent driving for more than ten years, and ADS 2.0 released last year has created many firsts. The first one realizes the active safety of omni-directional anti-collision; The first released the function of parking service. In addition to the functions of auxiliary parking and automatic parking, it also provides a kinetic energy of parking service; The first one really realized that it did not rely on high-definition maps, and it could be opened all over the country. If there was a road, it could be opened, and the whole commercialization of intelligent driving was rolled out at once. In the past, when relying on high-definition maps, perhaps only five cities in China could realize intelligent driving, and not all roads in these five cities were covered. Huawei ADS 2.0 has realized that all countries can open and all roads can open, which has never happened in the past.

2024 Huawei Smart Car Solution Conference

Facing the future, our idea is to continue to be the first in the industry and continue to lead the industry forward. This is our original intention of intelligent driving and our mission. We will release ADS 3.0 this year, which will greatly improve the whole architecture. In the scene of parking, we will park faster than the old driver, and narrower parking spaces can be parked, which is higher than the old driver’s level. In terms of active safety, in addition to omni-directional anti-collision, many functions will be added to further enhance it. In the driving scene, our goal this year is to achieve the whole scene from parking space to parking space, that is, when navigating, we choose the parking space from one community to another, from the residential park or office park to the whole main road, which is the first in an industry. Therefore, the goal of the brand "Gankun" is to always lead the industry forward, to provide users with the best driving experience and the safest driving experience, as we have done in the past and will release it this year. This is the original intention of our brand.

"Gankun Zhijia" and "HarmonyOS Cockpit" have become two core brands of smart car solutions. About how to keep the advantage in the future, because Huawei is the only company in the whole industry that has all the training from chips, hardware, operating system, software and cloud, which is our unique advantage. Therefore, I believe that in the future, we will integrate the advantages of hardware, software and cloud to give full play to our strongest advantages. For example, if the chip is combined with the intelligent driving system, its delay will be lower, its response time will be faster, and it will be safer in the process of intelligent driving. In the industry, Huawei is unique in this advantage.

In the future, we hope to empower this advantage to the whole industry. Because the intelligence of the whole automobile is a great change in the next century in the automobile industry, we are open to cooperating with this industry, and can lead the century-long change of this industry together with our industry partners, so that the intelligence of the whole automobile can go faster and more steadily, and consumers can get a better experience.

Liang yi:This conference is your first appearance in front of the media as CEO of Huawei BU. Do you feel that your burden is heavier? Gankun brand will inject new energy into the intelligent track for China automobile. What’s your vision?

Jin Yuzhi:I am very excited to enter this industry. Because the intelligent transformation of China automobile is similar to the road we took in the communication industry more than 20 years ago.

Over the past 20 years, in the communication industry, from the initial "seven countries and eight systems" to various competitions, after the development of the past 20 years, we knew how to lead, and then we went all the way to lead the industry. We experienced the whole process. Today, China automobile and global automobile industry are in the process of becoming intelligent. We are very confident in this process, because we know that it is just the beginning. In the future, it will be like the 20-year history of our communication industry in the past, and it also needs a continuous lead and continuous progress. We are now at the leading starting point, and with a very focused and high-intensity investment, we are full of confidence in the future.

From the perspective of China’s automobile industry as a whole, I think we have a sense of mission. We have come with a mission, that is, to empower the key technologies we have accumulated in the ICT field over the past 30 years to the automobile industry and apply them to the intelligentization of automobiles, so as to bring intelligence to every automobile, help automobile enterprises to take the lead in the process of intelligent transformation, jointly revitalize China’s automobile industry, and help China’s automobiles to go global.

Is the "e-commerce exclusive" product cheap or taken in?

The beer bought online tastes different from that bought in the supermarket; T-shirts bought in online flagship stores are obviously thinner than the fabrics sold in physical stores … … Recently, some consumers have reported to Taiyuan Consumers Association that "e-commerce-only" goods are hidden and tricky, and the purchased goods have problems such as low price and inferior quality.

Then, why is "e-commerce exclusive" cheaper than physical store goods? Should the "e-commerce exclusive" goods that are quite suspicious in the eyes of consumers place an order?

Online shopping for beer thinks that buying "fake goods" is just "e-commerce exclusive"

Some time ago, Mr. Zhang, a consumer in Taiyuan, bought a box of imported beer of a certain brand on an online platform, each with 24 cans, and the discounted price was 95 yuan. Mr. Zhang said that this kind of beer had been bought in supermarkets before, and the price in supermarkets was relatively expensive. Every can of beer was 8 yuan. This time, he specially searched the official flagship store to buy it, and each can was about half cheaper.

After receiving the beer, Mr. Zhang just took the first sip and found that the taste was different from that sold in the supermarket. With doubts, Mr. Zhang contacted the online store customer service, and the customer service explained to him that it was definitely not a fake, but the online store sold the "e-commerce exclusive" version, which may have some differences in taste with the physical store.

From the appearance of the online beer provided by Mr. Zhang, it is almost the same as the beer in the supermarket, and the raw materials, auxiliary materials, original wort concentration and alcohol content are the same as those sold in the supermarket. There is no obvious difference between the two in appearance. The online purchase page does not indicate that this model is an "e-commerce exclusive" version.

Mr. Zhang’s experience is not a case. Mr. Ge, a citizen, has recently been "exclusively used by e-commerce" and "routine". Mr. Ge tried on a T-shirt in a physical store of a well-known sports brand. Because it was more expensive, he bought the same model of clothes online. After receiving the goods, he found that the fabric of this dress bought online was much thinner than that of the physical store. Afterwards, Mr. Ge took the online shopping money to find the shop assistant for verification. The shop assistant told him that this is the "e-commerce exclusive" version, which is really different from the one in the physical store, and the weaving method is sparse.

More and more consumers like Mr. Zhang and Mr. Ge have found that the products sold in online flagship stores and physical stores are not exactly the same. Apart from the different discount ranges, differences in style, performance, pricing, design and other aspects have gradually emerged, and many people have begun to mind "e-commerce exclusive supply".

Online sales of electrical appliances are "e-commerce exclusive" customer service: online models are not available offline.

On July 12th, the official flagship store of Gree brand Tmall held a "Summer Price Sale" activity, and many electrical appliances were priced at a discount.

The investigator of Taiyuan Consumers Association hung up a 1.5-horse air conditioner with the highest sales volume of KFC-35 GWN HBAD 3, and asked the customer service staff of the online store whether this type of air conditioner is the same as that sold in the store. Customer service reply, online is factory direct sales, belonging to the e-commerce model, not offline. In order to prevent malicious competition, the products of different platforms are different, but the product quality and after-sales service are the same as those of physical stores, so you can buy them with confidence.

This 1.5-horse fixed-frequency air conditioner with three-level energy efficiency is priced at 2599 yuan in the online store, and the investigator visited the offline counter of Gree and found that the same 1.5-horse fixed-frequency air conditioner with three-level energy efficiency is generally priced at around 2900 yuan.

According to the relevant person in charge of Taiyuan Consumers Association, in the past two years, "e-commerce exclusive supply" has involved many fields and products, such as clothing, cosmetics, home appliances and food. However, the most criticized thing is the home appliance industry. Many consumers have encountered such a situation. The home appliances bought online at a low price only to find that there is no such model in the physical store, or the appearance is exactly the same, but the model is one or two places worse.

Avoid the profit struggle between different sales channels and satisfy the psychology of pursuing low-cost consumption

Things in physical stores are too expensive, but the price of the same brand goods on the Internet is much cheaper. However, after receiving the goods, many people find that they are different from those in physical stores, which is called "e-commerce exclusive" by merchants.

Through interviews in the past few days, the Shanxi Evening News reporter noticed that there are three main situations in the current "e-commerce exclusive" goods, that is, the same paragraph is different in quality, and the goods sold online and offline seem to be the same model, but the quality is obviously different; The same brand is different in quality, and e-commerce products are different in quality from offline products; Stealing the brands of related businesses.

Why are there "e-commerce exclusive" products? According to an industry insider, at the beginning of the development of e-commerce platform, in order to make consumers’ buying habits shift from offline to online, most of them rely on price advantage to attract attention. In the early days, businesses operated on the e-commerce platform, which really reduced costs by reducing intermediate links and saving expenses such as store rent, and was cheaper and better than physical stores to some extent. However, with the increasingly fierce competition among online merchants and the increasingly high marketing cost, some merchants want to adopt different production lines for online and offline goods. On the one hand, it can reduce the cost of online goods and satisfy the consumption psychology of many online consumers who pursue low prices. On the other hand, it can kill two birds with one stone by avoiding conflicts with offline sales of their own brands.

Taiyuan Consumers Association: "E-commerce exclusive" goods should be clearly stated to consumers.

Then, is the "e-commerce exclusive supply" credible or not? Can the service shrink?

The relevant person in charge of the Taiyuan Consumers Association said that if the appearance code of the "e-commerce exclusive" product is exactly the same as that of the physical store product, but the quality is lower, it will infringe the consumer’s right to know and be suspected of fraud, and consumers can safeguard their legitimate rights and interests according to law.

"E-commerce-only" products generally exist in online shopping, but many consumers are not aware of the difference between the "e-commerce" version and the ordinary version. Suppose you buy a "e-commerce exclusive" product, and consumers want to identify it as shoddy and need to be identified by a professional testing department. The process is cumbersome and involves energy. Some merchants only "fine-tune" online goods, such as reducing the number of fabrics used. This subtle difference increases the difficulty of consumers’ identification.

Taiyuan Consumers Association reminds consumers that when shopping online, especially when it is much cheaper than offline goods, they should ask the merchants whether it is an "e-commerce exclusive" version or a "specially customized" version.

At the same time, merchants are required to ensure that the quality is qualified and meets the product quality requirements when selling "e-commerce exclusive" goods. Secondly, we should fulfill our obligation to inform consumers clearly, and list the differences with offline products, so that consumers can clearly understand all aspects of the product information and decide whether to buy it.

Interpretation of three "hot words" on the national economy in January and February: stabilizing and rebounding consumption was given high hopes.

Beijing, March 16 (Reporter Jing Wong) Fu Linghui, spokesperson of the National Bureau of Statistics and director of the National Economic Statistics Department, said at the press conference on the operation of the national economy in January and February held on the 15th that since the beginning of this year, with the rapid and smooth transition of epidemic prevention and control, the effect of stabilizing the economy has continued to appear. From January to February, the overall economic operation showed a trend of stabilization and recovery, which was characterized by the recovery of production demand, the overall stability of employment prices, the gradual improvement of economic cycle, and the increasing vitality of market players.

Looking specifically at the "troika" that drives economic growth, the reporter is concerned that in terms of investment, the investment in public facilities management has increased by 11.2%. In addition, the consumer market has recovered, and the sales in rural markets have recovered better than those in cities and towns.

Investment: The substantial growth of manufacturing industry lays a good foundation for increasing employment.

Since the Central Economic Work Conference held at the end of 2022 reiterated "Two Unswervings", private economy and private enterprises have been frequently mentioned. This year’s "Government Work Report" also proposes to protect the property rights and entrepreneurs’ rights of private enterprises according to law, encourage and support the development of private economy and private enterprises, support the development of small and medium-sized enterprises and individual industrial and commercial households, and build pro-Qing political and business relations.

In terms of investment, the latest data released by the National Bureau of Statistics on the 15th showed that infrastructure investment increased by 9.0% year-on-year in January-February, among which investment in public facilities management increased by 11.2% and investment in railway transportation increased by 17.8%. Investment in manufacturing increased by 8.1%, and investment in electricity, heat, gas and water production and supply increased by 25.4%.

"In January and February, the national investment in fixed assets (excluding farmers) was 5,357.7 billion yuan, up 5.5% year-on-year, 0.4 percentage points faster than the whole year of 2022. In terms of industries, the investment in the secondary industry increased by 10.1%. Originally, I thought that consumption should be the mainstay in January and February. I didn’t expect that under a series of policy blessings, the most beautiful thing was investment, and the most beautiful thing in investment was manufacturing. " Pan Helin, co-director and researcher of Digital Economy and Financial Innovation Research Center of International Joint Business School of Zhejiang University, analyzed that the substantial growth of manufacturing industry reflects the economic confidence of ordinary people, and lays a good foundation for future economic development and employment.

In terms of real estate that has attracted much attention, Fu Linghui analyzed that this year, under the influence of a series of policies, with the economic warming, there have been some positive changes in the real estate market, mainly in the obvious narrowing of the decline in market sales.

Specifically, in January and February, the sales area of real estate decreased by 3.6%, which was significantly narrower than last year. Sales decreased by 0.1%, which also narrowed significantly. At the same time, real estate enterprises are also improving in terms of in-place funds and start-up investment. From January to February, investment in real estate development dropped by 5.7%, compared with a drop of 10% last year.

"From these situations, there have been some positive changes." On the whole, Fu Linghui said that the real estate market is still in the adjustment stage. Later, with the gradual improvement of the overall economy and the expected improvement of the market, the real estate market is expected to gradually stabilize.

Data Map: Chaoyang District, Beijing launched consumption promotion activities, and shopping malls created spring scenery to attract consumers.

Consumption: compared with last year, the economic growth has been significantly improved.

In order to promote economic growth in 2023, the recovery of consumption and even strong growth are highly anticipated. Fu Jiaqi, statistician of the Department of Trade and Economics of the National Bureau of Statistics, said that in January and February, the market sales increased year-on-year, the consumption of contact and travel services picked up rapidly, the demand for upgraded consumption continued to be released, and new consumption patterns stimulated consumption vitality.

According to the latest data released by the National Bureau of Statistics, the total retail sales of social consumer goods in China in January and February was 7,706.7 billion yuan (RMB, the same below), up by 3.5% year-on-year, and decreased by 1.8% in December 2022. Fu Linghui said at the press conference of the State Council Office that the total retail sales of social consumer goods has changed from decline to increase, indicating that the vitality of market demand is picking up.

"The consumption performance in January and February is in line with expectations. In the coming months, the consumption trend should be greatly improved year-on-year, and the chain may drop slightly, because the Spring Festival tourism consumption in January and February has really boosted." However, Pan Helin also said that with the gradual expansion of domestic demand in policy, consumption will return to the stage of rapid growth after May.

When talking about the demand for economic growth this year, Fu Linghui also said that at present, the policy focus this year is to expand domestic demand. At present, on the whole, consumption will significantly improve and enhance the economic growth in 2023 compared with last year. The restraining factors of consumption are gradually eliminated. With the gradual recovery of employment and the growth of residents’ income, the pull of consumption on the whole economy will be obviously improved. At the same time, the pulling effect of investment on economic growth continues to show.

In 2023, many departments are also making efforts to promote consumption. Take the Ministry of Commerce as an example. On February 2, the Ministry of Commerce clearly defined 2023 as the "year of boosting consumption". It is proposed that according to the new situation this year, we should focus on key areas such as automobiles and home furnishing, and promote the introduction of a number of new policies to maximize the effectiveness of policies. Pan Helin also pointed out that the overall consumption data in January and February is still lower than the same period of the previous year, reflecting that domestic consumption expenditure is still in the recovery stage; From January to February, the retail sales of social goods deducted from automobile sales was 5%, reflecting that the fluctuation of automobile sales also disturbed consumer spending.

Fu Linghui said that this year’s policy focus is still to expand domestic demand. At present, from the perspective of the whole international environment, there are still many unstable, uncertain and unpredictable factors. In order to promote the stable development of the economy, we should focus on our own development and promote the expansion of domestic demand to stabilize economic growth.

Data Map: On March 10, 2023, the aerial photography of Haikou Port Container Terminal was a busy scene.

Export: there are challenges and many favorable conditions for foreign trade to promote stability and quality throughout the year.

In order to stabilize the basic market of foreign investment and foreign trade, the "Government Work Report" listed "attracting and utilizing foreign investment more vigorously" as one of the eight key suggestions of the government’s work this year, and "promoting stability and quality through import and export, and basically balancing the balance of payments" as the main expected goal of this year’s development.

In terms of import and export, according to the data of the National Bureau of Statistics, in January and February, the total import and export volume of goods was 6,176.8 billion yuan, down 0.8% year-on-year. Among them, the export was 3,493.6 billion yuan, up 0.9% year-on-year, 9.6 percentage points lower than the annual growth rate in 2022; Imports were 2,683.3 billion yuan, down 2.9%, down 7.2 percentage points from the annual growth rate in 2022.

The data released on the website of the General Administration of Customs on March 7 also showed that in the first two months, the import and export growth to ASEAN declined to the EU, the United States and Japan. Among them, the total trade with ASEAN was 951.93 billion yuan, up 9.6%, accounting for 15.4% of the total foreign trade (the export to ASEAN increased by 17.9%), making it the largest trading partner. Exports to the EU, the second largest trading partner, reached 552.83 billion yuan, down 5%; Exports to the United States, the third largest trading partner, reached 494.11 billion yuan, down 15.2%. Exports to Japan, the fourth largest trading partner, reached 183.56 billion yuan, an increase of 6.7%; Imports reached 161.36 billion yuan, down 16.8%.

The global trade outlook report released by WTO in October 2022 predicts that the global trade volume of goods will only increase by 1% in 2023; In December 2022, the Global Trade Update issued by the United Nations Conference on Trade and Development pointed out that since the second half of 2022, the growth rate of global trade has begun to slow down, and the trend of slowing down trade growth in 2023 may continue.

Fu Linghui said that the external demand situation in 2023 is more severe than last year. Because the overall growth of the world economy has slowed down compared with last year, external demand may weaken. Recently, the manufacturing PMI of the United States and the euro zone is below the critical point, and the adjustment and change of external demand will inevitably have a certain impact on China’s import and export. Superimposed last year, the growth base was relatively high, and the total import and export volume in January and February decreased by 0.8% year-on-year, which is very difficult. "There are certain challenges in promoting the stability and quality of foreign trade throughout the year, but there are also many favorable conditions. On the whole, we are full of confidence in the development of foreign trade. " He said.
