Ministry of Culture and Tourism: Vigorously promote "non-legacy+poverty alleviation" to revitalize traditional crafts in poverty-stricken areas

Recently, the Ministry of Culture and Tourism issued a series of documents to vigorously promote cultural poverty alleviation and revitalize traditional crafts in poverty-stricken areas, and selected and identified 10 first batch of "non-legacy+poverty alleviation" key support areas such as Liangshan Yi Autonomous Prefecture in Sichuan Province to support the establishment of non-legacy poverty alleviation employment workshops.

The notice of the General Office of the Ministry of Culture and Tourism on vigorously revitalizing traditional crafts in poverty-stricken areas to help the poor accurately is clear. The revitalization of traditional crafts in poverty-stricken areas is focused on five aspects: First, the revitalization of traditional crafts in poverty-stricken areas should be intensified, and the relevant provinces, autonomous regions and municipalities should organize the formulation of revitalization measures and annual action plans for traditional crafts projects in poverty-stricken areas listed in the first batch of national traditional crafts revitalization catalogues, and implement annual evaluation of work effectiveness. The second is to strengthen the cultivation of non-genetic inheritors in poverty-stricken areas, focusing on traditional craft projects with a wide range and a large number of employees, which are helpful to increase employment and cultivate brands, and implement the training plan for non-genetic inheritors in China. The third is to support outstanding representative inheritors and craftsmen of traditional craft projects to carry out workshops in poor areas, expand the training of inheritors, and help improve the development level of local traditional craft inheritance. The fourth is to support poverty-stricken areas to explore the establishment of non-legacy poverty alleviation employment workshops, focusing on the "three districts and three States" in deep poverty-stricken areas and identifying a number of key support areas for "non-legacy+poverty alleviation". The fifth is to build a platform for the design, display and sales of traditional craft products in poor areas.

The relevant person in charge of the Ministry of Culture and Tourism said that at present, the revitalization of traditional crafts has a good foundation to help precision poverty alleviation, and the research and training program provides talent support for cultivating poverty alleviation leaders; Eleven traditional craft workstations have been set up in China, which has provided useful experience for helping traditional craft projects to improve their quality and integrate into life. Shandong, Hunan, Guizhou, Gansu and other places have been actively exploring and practicing, and have gained many typical experiences; Many traditional craft enterprises, workshops and cooperatives take the initiative to recruit local poor laborers to help poor families get rid of poverty and increase their income.

Focusing on the precise poverty alleviation work in "three districts and three states" in deep poverty-stricken areas, the General Office of the Ministry of Culture and Tourism and the Comprehensive Department of the State Council Poverty Alleviation Office issued a notice, proposing that the two departments should focus on "three districts and three states" in deep poverty-stricken areas and take into account some national poverty-stricken counties in ethnic minority areas, select and determine the first batch of key support areas of "non-legacy plus poverty alleviation" and support the establishment of non-legacy poverty alleviation employment workshops. The proportion of poverty-stricken people who participate in the employment of non-legacy poverty alleviation workshops should reach more than 30%; Summarize and refine the working experience and models of a number of replicable, scalable and sustainable non-legacy poverty alleviation and employment workshops, and encourage and support other poor areas to learn from them and publicize them.
