  Xinhua News Agency, Beijing, April 28th-Recently, the general offices of the General Office of the Central Committee of the CPC and the State Council issued the Opinions on Establishing Poverty Exit Mechanism, and issued a notice, asking all localities and departments to conscientiously implement it in light of the actual situation.

  The full text of "Opinions on Establishing Poverty Exit Mechanism" is as follows.

  In order to implement the "Decision of the Central Committee of the Communist Party of China and the State Council on Winning the Fight against Poverty" and the spirit of the Central Poverty Alleviation and Development Work Conference, and effectively improve the pertinence and effectiveness of poverty alleviation work, we now put forward the following opinions on establishing a poverty exit mechanism.

  I. Guiding ideology

  Fully implement the spirit of the 18th National Congress of the Communist Party of China and the Third, Fourth and Fifth Plenary Sessions of the 18th Central Committee, thoroughly implement the spirit of the series of important speeches by the Supreme Leader General Secretary, firmly establish the development concept of innovation, coordination, green, openness and sharing around the overall layout of "five in one" and the strategic layout of "four comprehensive", and carry out in-depth precision poverty alleviation and precision poverty alleviation in accordance with the decision-making arrangements of the CPC Central Committee and the State Council, with the effectiveness of poverty alleviation as the basis and the recognition of the masses as the standard.

  Second, the basic principles

  — — Insist on seeking truth from facts. Those who have reached the poverty alleviation standard should be withdrawn in time, and new poor people or people returning to poverty should be included in the scope of poverty alleviation in time. Pay attention to the quality of poverty alleviation, resolutely prevent false poverty alleviation, and ensure that poverty withdrawal reflects objective reality and can stand the test.

  — — Adhere to graded responsibility. The working mechanism of central planning, overall responsibility of provinces (autonomous regions and municipalities directly under the Central Government) and implementation of cities (prefectures) and counties shall be implemented. The Leading Group for Poverty Alleviation and Development of the State Council formulates unified exit standards and procedures, and is responsible for supervision and guidance, spot check and verification, evaluation and examination, filing and registration, etc. Provinces (autonomous regions and municipalities directly under the Central Government) shall formulate local poverty alleviation plans, annual plans and implementation measures, and do a good job in organizing implementation, supervision and inspection. Cities (prefectures) and counties summarize data, identify the situation, and implement it in detail to ensure the orderly progress of poverty withdrawal.

  — — Adhere to standardized operation. Strictly implement the exit criteria, standardize the workflow, and earnestly make the procedures open, the data accurate, the files complete and the results fair. Democratic appraisal must be carried out for the exit of poor people, and the exit of poor villages and counties must be reviewed, and the exit results should be announced publicly, so that the masses can participate in the evaluation and be transparent throughout the process. Strengthen supervision and inspection and carry out third-party evaluation to ensure that the results of poverty alleviation are true and credible.

  — — Adhere to positive incentives. After the poor population, poor villages and poor counties quit, the original poverty alleviation policy of the state will remain unchanged for a certain period of time, and the support will not be reduced, leaving a buffer period to ensure stable poverty alleviation. For poverty-stricken counties that withdraw early, the provinces (autonomous regions and municipalities directly under the Central Government) can formulate corresponding incentive policies to encourage poverty alleviation.

  III. Exit criteria and procedures

  (1) The poverty-stricken population withdrew. Poverty-stricken people withdraw from households as a unit. The main measure is that the annual per capita net income of the household steadily exceeds the national poverty alleviation standards and is well fed and clothed, and compulsory education, basic medical care and housing security are guaranteed.

  The withdrawal of poor households is put forward by the village "two committees" after democratic appraisal, verified by the village "two committees" and the resident team, and plans to withdraw from the poor households for approval. After publicity in the village without objection, the withdrawal is announced, and the number is cancelled among the poor people who set up a file.

  (2) The poor villages withdrew. The exit of poor villages takes the incidence of poverty as the main measure, and takes into account the comprehensive factors such as infrastructure, basic public services, industrial development and collective economic income in the village. In principle, the incidence of poverty in poor villages will be reduced to below 2% (to below 3% in the western region), and the announcement will be withdrawn after publicity in towns and villages without objection.

  (3) The poverty-stricken counties withdrew. Poverty-stricken counties include key counties in national poverty alleviation and development work and counties in concentrated contiguous poverty-stricken areas. The exit of poverty-stricken counties is mainly measured by the incidence of poverty. In principle, if the incidence of poverty in poverty-stricken counties falls below 2% (below 3% in the western region), the county-level leading group for poverty alleviation and development will withdraw, the municipal leading group for poverty alleviation and development will conduct preliminary examination, and the provincial leading group for poverty alleviation and development will verify it. After confirming the withdrawal list, it will be publicized to the public for comments. If there is no objection to the publicity, the leading group for poverty alleviation and development of all provinces (autonomous regions and municipalities directly under the Central Government) shall report to the leading group for poverty alleviation and development of the State Council after examination and approval.

  The Leading Group for Poverty Alleviation and Development of the State Council organizes relevant departments of the central and state organs and relevant forces to conduct special evaluation and inspection on local withdrawal. Those who do not meet the requirements or fail to fully perform the exit procedures shall be instructed to check and handle the relevant places. For poverty-stricken counties that meet the exit conditions, the provincial government officially approved the exit.

  Fourth, the job requirements

  (1) Effectively strengthen leadership. Party committees and governments of all provinces (autonomous regions and municipalities directly under the Central Government) should attach great importance to poverty alleviation, strengthen organizational leadership and overall coordination, and earnestly perform their duties. The completion of the annual task of poverty withdrawal is included in the central government’s assessment of the effectiveness of poverty alleviation and development work of provincial party committees and governments. Local leading groups for poverty alleviation and development at all levels should implement them at all levels and carefully organize their implementation. Local poverty alleviation departments at all levels should conscientiously perform their duties, be good staff assistants of party committees and governments, and coordinate relevant parties to do a good job in investigation and verification, public announcement, filing management, information entry and so on.

  (2) Make a good exit plan. All provinces (autonomous regions and municipalities directly under the Central Government) should, in accordance with the requirements of the provinces (autonomous regions and municipalities directly under the Central Government) to take overall responsibility, adjust measures to local conditions, formulate specific plans for poverty alleviation as soon as possible, and clarify implementation methods and working procedures. The exit plan should conform to the actual situation of poverty alleviation and prevent one-sided pursuit of poverty alleviation progress.

  (3) Improve the exit mechanism. Poverty withdrawal involves a wide range and strong policy, which should be gradually improved in the implementation process. It is necessary to do a good job in tracking and judging, and timely discover and solve the problems of signs and tendencies in the implementation of the exit mechanism. It is necessary to seriously carry out the effect evaluation to ensure the positive incentive effect of the poverty exit mechanism.

  (4) Strengthen supervision and accountability. The leading group for poverty alleviation and development of the State Council, the party committees and governments of all provinces (autonomous regions and municipalities directly under the Central Government) should organize and carry out poverty alleviation inspections, and conduct supervision and special inspections on a regular or irregular basis every year and in stages. If there are major mistakes in the work of poverty withdrawal, causing serious consequences, and there are problems such as fraud and illegal operation, it is necessary to investigate the responsibilities of relevant departments and personnel according to discipline and law.
