Below, I will briefly introduce the contents of this talent week and the overall situation of talent work in the autonomous region.

In order to thoroughly implement the spirit of the talent work conference of the Party Committee of the Central Committee and the Autonomous Region, continuously optimize the talent work pattern of "one heart and more points", further promote the project of "strengthening the heart and living points" for talents, and build a docking platform for talents and industrial projects, the Autonomous Region will hold the 10th Inner Mongolia "Grassland Talents" cooperation and exchange meeting and the Hubei Hubei Talent Innovation and Entrepreneurship Week in Hubao from September 3 to September 9. This year’s Talent Week is based on the theme of "Strengthening the Mind, Gathering Talents, Innovating and Empowering to Help Development", with an open and pragmatic orientation, focusing on the coordination and interaction of "heart" and "point", and relying on the platform of the Hubei-Hubei talent management reform pilot zone, it is held in the form of four places’ linkage, one subject and three points. This year is the tenth year of holding talent week in the autonomous region. This talent week is based on the new tasks and requirements of talent work in the new era, focusing on highlighting "four characteristics". First, the form is more flexible. Use the forms of online synchronous live broadcast, online all-round exhibition and online interactive docking to show the effectiveness of talent work in our region, expand the scale of activities and the scope of publicity, facilitate the more extensive docking and exchange of talents and projects, and avoid the risk of large-scale personnel flow and agglomeration. Second, the pattern is more open. We sincerely invite high-level talents from home and abroad to gather in Inner Mongolia to show the development achievements and needs of Inner Mongolia and promote the interaction between talents and industrial development in our region. In particular, by inviting academicians and industry leaders in related fields, we will put the bottleneck in the development of the pulse industry, solve technical problems in development, and provide scientific and technological support for industrial transformation and development. Invite a group of Tsinghua University alumni to visit Ordos on the spot, and promote all-round exchanges and cooperation with the help of Tsinghua alumni resources. Third, the content is more pragmatic. Focusing on the development strategic needs of the autonomous region, focusing on the fields of "double carbon", new energy and new materials, we will select talent projects and innovative and entrepreneurial industry projects to participate in activities, and strive to promote more project cooperation to be effectively docked and implemented. Fourth, activities are more frugal. Adhere to the principle of high efficiency, pragmatism, economy and simplicity, and strive to achieve richer content and more remarkable results on the premise of saving funds.

All along, the Party committee and government of the autonomous region have attached great importance to the work of talents, adhered to the principle of the Party managing talents, firmly established the concept of talents leading development, deepened the reform of system and mechanism as the main line, innovated the policy system, built a platform carrier, improved service guarantee and optimized the development environment as the starting point, and further promoted the strategy of strengthening the region with talents, and continuously made new progress in talent work. Especially since the beginning of this year, we have vigorously implemented the project of "strengthening our hearts and living" and carried out the plan of "three introductions and one training" and "three services and one promotion" in depth, and the talent work in the whole region has been further innovated and developed, and has been continuously promoted and deepened. The first is to optimize the development layout. Focusing on the project of "strengthening the heart and living", we will focus on building regional talent centers and innovative highlands, promote the construction of Helinger Talent Science and Technology Innovation Center and Wulanchabu (Jingmeng) Talent Science and Technology Innovation Park by means of district and city co-construction, and promote 123 support measures from 9 departments and bureaus including science and technology, education, people’s society and finance. In order to thoroughly implement the spirit of the conference on talent work of the Party committees of the Central Committee and the Autonomous Region and fully implement the requirements of the Opinions on Strengthening and Improving Talent Work in the New Era of the Central Committee, we issued the Implementation Opinions of the Autonomous Region, and put forward a series of innovative measures from the aspects of reform, layout, platform and environment, which, in conjunction with the "30 Articles on Prospering Mongolia through Science and Technology", formed the "30 Articles of the New Deal for Talents". Ordos is an energy city, with proven reserves of coal and natural gas accounting for 1/6 and 1/3 of the country respectively, and the development potential of wind energy and solar energy is over 120 million kilowatts. Ordos is a powerful city. In 2021, the city’s regional GDP reached 471.6 billion yuan, ranking 53rd among prefecture-level cities in China, ranking first in Inner Mongolia for 13 consecutive years. More than 1,400 years ago, the prosperity of Sui and Tang Dynasties was born here. In 1925, our party set up a working committee in Baotou to lead the great struggle to save the nation and survive. After the founding of New China, Baotou was a national key industrial city. During the First Five-Year Plan period, six of the 156 major national projects were laid out here, which set off an upsurge of national talents supporting the construction of Baotou and created a historical story of "Qi Xin working together to build Baotou Steel". After more than 70 years of development, Baotou has become an important base for steel, rare earth, equipment manufacturing and military industry in the country and the autonomous region. According to the classification of key industrial clusters and 12 key industrial chains in the autonomous region and the categories of talent levels, after comprehensive screening, 1,063 urgently needed jobs were identified, with a total demand of 3,736 high-level talents.

The catalogue of the urgent need for high-level talents in key industries and key regions of Inner Mongolia Autonomous Region in 2022 is divided into two parts: key industries and key regions.

First, introduce the key industries. According to the eight key industrial clusters determined by the autonomous region, such as modern equipment manufacturing, new chemicals, new materials, biomedicine, green agricultural and livestock products processing, digital economy, new energy and modern service industry, we will collect high-level talents from enterprises and institutions that are in urgent need. The total demand for talents is 2002. Among them, the top three key industries with talent demand are green agricultural and livestock product processing, modern equipment manufacturing and new materials, and the number of talent demand is 536, 389 and 303, accounting for 26.8%, 19.4% and 15.1% respectively.

In terms of professional demand, the demand for talents in chemical engineering and technology, electrical engineering and automation, accounting and finance is in the top three, and the demand for talents is 395, 300 and 247, accounting for 19.7%, 15% and 12.3% respectively.

At the talent level, there are 1573 people at the master’s level, accounting for 78.6%; 175 people with a master’s degree or above, accounting for 8.7%; There are 254 doctors, accounting for 12.7%. Among them, there are 75 people with the title of deputy senior or above, accounting for 3.7%.

The demand for senior engineers is the most significant, with 734 talents, accounting for 36.7% of the total demand for talents in key industries. Among them, there are 424 mechanical automation engineers, 166 electrical engineers and 144 software engineers. In addition, 35 enterprises have put forward the demand for 326 high-skilled talents in 102 positions, and the top three key industries for high-skilled positions are new materials, green agricultural and livestock products processing and modern equipment manufacturing.

Next, we will introduce the demand for talents in key areas. Focusing on the autonomous region to promote the integrated development of Hohhot, Baotou, Hubei and Uzbekistan, Hohhot to implement the strong capital project, and build the "Gemini" of Chifeng Tongliao, we will focus on supporting the construction of Helinger Talent Science and Technology Innovation Center and Wulanchabu Jingmeng Talent Science and Technology Innovation Park, promote the construction of Bayannaoer National Agricultural High-tech Industrial Demonstration Zone and Erdos High-tech Industrial Development Zone, and collect the demand for high-level talents from enterprises and institutions in the region, with a total demand of 1,734 people.

In terms of professional demand, the demand for high-level talents in materials science and engineering, chemical engineering and technology, and electrical engineering ranks in the top three, with 206, 163, and 127 people respectively, accounting for 11.9%, 9.4%, and 7.3%.

At the talent level, there are 727 masters, accounting for 41.9%; 220 people with master’s degree or above, accounting for 12.7%; There are 787 doctors, accounting for 45.4%.

In terms of senior engineers, the demand for chemical engineering, electrical engineering and mechanical automation is large, with 163, 144 and 122 people respectively, accounting for 9.4%, 8.3% and 7% respectively; At the same time, 32 enterprises have put forward the demand for 285 high-skilled talents in 97 positions, and the top three jobs are mechanical equipment, electricity and new energy.

The "Talent Demand Catalogue" compiled this time has the following characteristics: First, it highlights the guidance. Talent demand collection is guided by "high precision and sharp shortage", and all of them are professional and technical talents with master’s degree or above and high-skilled talents with senior work or above, all of which are urgently needed for the development of key industries and key areas in the autonomous region. The second is to expand the coverage. The collected key industries have expanded from the previous 12 key industrial chains of primary industry and secondary industry to the digital economy and modern service industry of tertiary industry; For the first time, the demand for talents in key areas such as the coordinated development of Hubao and Hubei, the Helinger Talent Science and Technology Innovation Center and the Wulanchabu Jingmeng Talent Science and Technology Innovation Park was collected. The third is to reflect the accuracy. The positions that immediately started the recruitment negotiation work have all implemented the salary and specific docking personnel, providing information services for all kinds of talents to innovate and start businesses in Inner Mongolia.
