  On November 13, 2018, a man in the Haidilao hot pot restaurant in Majiapu, Fengtai District said that he had eaten mouse cubs in the pot. Afterwards, the man asked the restaurant for compensation of 5 million yuan. The communication between the two sides failed, and the waiter called the police.

  According to the surveillance video, at around 17: 40 on November 13, 2018, Guo and his wife entered a Haidilao shop in Fengtai District. After more than 20 minutes, he called the waiter and said that there was something wrong with the hot pot: there was a mouse in a plate in front of Guo. Just before Guo found the waiter at around 18: 10, Guo had an obvious action of grabbing something.

  Guo threatened to report to the relevant departments and make the media public, and demanded RMB 5 million from Haidilao Store. After being rejected, he reported to the Municipal Food and Drug Administration on November 14.

  On November 15th, Haidilao reported to Majiapu Police Station of Fengtai Public Security Bureau that they had been blackmailed by customers for "finding dead mice in hot pot".

  After that, Fengtai police made an official report on the matter, saying that after asking witnesses, collecting surveillance videos and obtaining appraisal reports issued by third-party professional organizations, it was initially confirmed that Guo put the mice prepared in advance in a hot pot when eating in a Haidilao shop in Fengtai, and extorted 5 million yuan from it.

  Guo was arrested by Fengtai Branch of Beijing Public Security Bureau on suspicion of extortion.

  On December 26, 2018, Fengtai District People’s Procuratorate filed a public prosecution against Guo for extortion.

  Guo said that the reason why he mentioned this amount was that he thought of a news that happened in Weifang, Shandong. "A hot pot restaurant compensated customers who ate mice for 5 million yuan."   The prosecution accused Guo of extorting other people’s property for a huge amount, which violated the provisions of the Criminal Law of People’s Republic of China (PRC) and was suspected of extortion. In view of Guo’s failure to succeed due to reasons other than his will, he can be given a lighter or mitigated punishment according to the accomplished crime.

  The defender said that Guo was an attempted extortion and should be given a lighter punishment. In addition, Guo pleaded guilty and paid 300 yuan’s meal fee, and compensated Haidilao for the loss of 2,400 yuan.
