  First, increase medical security.During the epidemic period, confirmed suspected and confirmed insured patients, hospitalization and outpatient expenses of drugs and medical services that meet the diagnosis and treatment plan of pneumonia infected in novel coronavirus formulated by the national and provincial health administrative departments were all temporarily included in the scope of medical insurance fund payment, and the hospitalization Qifubiaozhun was cancelled. After the medical expenses of patients are paid in accordance with the regulations, such as basic medical insurance, serious illness insurance and medical assistance, the personal burden will be subsidized by the finance.   Second, ensure timely and smooth settlement.It is confirmed that the medical expenses of suspected and diagnosed insured patients are not included in the total budget control index of medical institutions, and hospitalization and outpatient services are paid according to the project. Conditional areas should promptly add two temporary medical insurance settlement directories of "drugs for diagnosis and treatment of pneumonia infected in novel coronavirus" and "projects for diagnosis and treatment of pneumonia infected in novel coronavirus" to the medical insurance information system for the use of hospital settlement. For patients who seek medical treatment in different places, they shall be treated first and then settled, and the reimbursement shall not be reduced. Medical insurance agencies should coordinate medical institutions, do a good job in recording the information of insured patients seeking medical treatment in different places and accounting for medical expenses, and the medical expenses for medical treatment in different places in the province shall be settled with medical institutions in time by the medical insurance agencies in the insured places; Inter-provincial medical treatment in different places shall be carried out in accordance with the relevant provisions of the state, and liquidation shall be organized in a unified way throughout the country after the epidemic ends.   Third, continue to do a good job in the procurement and price monitoring of drugs and medical consumables.Municipal medical insurance departments should keep information flowing with procurement platforms and medical institutions, and jointly do a good job in the procurement, supply and price monitoring of drugs and medical consumables related to epidemic prevention and control. Instruct medical institutions to issue orders directly to the procurement platform in time for drugs, medical consumables and in vitro diagnostic reagent products related to novel coronavirus. Drugs and medical consumables that are difficult to purchase can be independently purchased by medical institutions for emergency use. At the same time, we should pay close attention to the price and supply changes of related drugs and medical consumables, and report to the Provincial Medical Insurance Bureau in a timely manner if the procurement supply and price situation are abnormal.

  Fourth, strengthen departmental communication and coordination.Municipal medical insurance, finance, health and health departments should strengthen information exchange and share relevant data such as the number of inpatients and outpatients of suspected and confirmed patients every day. Medical insurance, health and health departments do a good job in the statistical work of medical expenses of insured patients and non-insured patients respectively. Atypical "Military Art School Grass"

On October 16th, 1979, Shen Teng was born in a well-off family in Qiqihar, Heilongjiang. His parents named him Teng, which originally had the meaning of "soaring". But when I was a child, Shen Teng seemed to have nothing to do with "soaring" except noisy.

Mahua FunAge:

Accumulated wealth and thin hair after common troubles

In 2003, Shen Teng graduated from the Department of Military Arts Performance. Surprisingly, when the students were busy with the cast and signing the company, Shen Teng, the former representative of the performance class, chose to join a little-known drama club-Mahua FunAge.

Today, Mahua FunAge is already the most market-oriented private organization in the field of stage play in China, but when Shen Teng joined, Mahua FunAge was just a small drama club with only more than 10 cast members.

I’ll Twist You If I Want to Eat Twist is Shen Teng’s first stage play in Mahua FunAge. Shen Teng played a slightly greasy ceremony host in the play. Dressed in a jumpsuit studded with sequins, he stood in front of the standing wheat in the center of the stage and interacted with the audience with exaggerated body movements and a very performative tone, as if they were really the audience who came to attend the ceremony. Close-up, Shen Teng unconsciously sipped his lips, micro-locked his brow, and cocked his head to the big star played by He Jiong, but he didn’t dare to show it again.

"I’ll give you a twist if I want to eat a twist" received a good response, which also laid the foundation for Mahua FunAge’s "grounded comedy" style in the future. But the opposite of good reputation is the poor performance of profitability. Because the stage play belongs to minority art, with low popularity and high cost, Mahua FunAge has been in a bleak business situation for a long time. Many times, a performance has only a few dozen spectators. In the most deserted performance, there were only seven spectators sitting under the stage in the huge theater. The theater manager couldn’t stand it anymore. "Why don’t you stop acting and refund the tickets to these audiences, and I won’t charge you rent." So, on that snowy winter night in Beijing, several Mahua FunAge leaders stood at the entrance of the theater to refund tickets to the audience one by one, and subsidized the travel expenses.

An initial performing arts team often requires its members to be multi-skilled, and then establish their respective positions through years of tempering, which is also used to withstand the turmoil brought about by the coming and going of members. It is in this turmoil that Shen Teng changed from an actor to a screenwriter and director and returned to an actor. From the age of 22 to 34, Shen Teng spent nine years in obscurity in Mahua FunAge before boarding the Spring Festival Gala. On the stage that has been cold for many years, Shen Teng silently polished his acting skills, diluted the excess desire and thirst for fame and fortune a little bit, and waited for the accumulation.

In 2009, the stage play Somali Pirates, which was officially directed by Shen Teng for the first time, won a good box office, and Mahua FunAge made a profit for the first time, and the company began to run on the right track. In 2010, Shen Teng starred in Mahua FunAge’s New Year’s Eve stage play Earl of Wulong Mountain as the leading actor for the first time. From the New Star of the Spring Festival Evening to the Happy Comedian;

Don’t want to just be "Hao Jian"

The Spring Festival Gala in the Year of the Loong in 2012 has a turning point in many aspects.

That year, the general director of the Spring Festival Gala changed. Ha Wen took the banner from Chen Linchun, Liu Gang and Ma Dong, and became the general director of the Spring Festival Gala for the first time.

It was also that year that Zhao Benshan, an evergreen tree in the Spring Festival Evening, disappeared into the rehearsal hall of the Spring Festival Evening after boarding CCTV Spring Festival Evening for 17 consecutive years. "No Benshan, no Spring Festival Evening", Uncle Benshan’s weight in previous Spring Festival Evening stages is beyond doubt. For a new generation of audiences, Uncle Benshan’s image as a simple and honest grass-roots farmer who tries to integrate into the modern trend is no longer their existing experience. On the other hand, the excessive use of northern dialects in Benshan sketches has also made some southern audiences "unable to eat" and even triggered a dispute about the use of dialects in the Spring Festival Evening. The "black soil", which has been active for more than ten years in the Spring Festival Evening, gradually seems a bit vague and boring.

Mahua FunAge’s sketch for this year’s Spring Festival Gala is called Happiness Today. As a pillar of Mahua FunAge, Shen Teng plays the role of pretending to be Hao Jian, the "son" who came back from the future to visit his parents. That year’s Spring Festival Gala, when Shen Teng poked his head out from the fake TV set with a full face of surprise and stretched out a hand to say hello while enthusiastically shouting "Dad", the applause thundered under the stage.

This sketch made Mahua FunAge’s team gain a firm foothold in the Spring Festival Evening stage, and the role of "Hao Jian" played by Shen Teng became a household name overnight.

Urbanized stage art, more acceptable pronunciation of Putonghua, and the characterization of various diseases of contemporary young people all make Mahua FunAge a "dark horse" in the history of Spring Festival Evening sketches. The following year, Mahua FunAge made persistent efforts to return with Happiness Today 2. Hao Jian has also returned. That year, Shen Teng leaned against the window and said awkwardly and naughtily, "It’s not innocence that defeated you, it’s no shoes (evil)", which became a classic bridge in the Spring Festival Evening. The voice of Uncle Benshan’s comeback in the Spring Festival Evening has gradually been drowned out in the comments and spit on the Spring Festival Evening in the new year.

People’s favorite literary and artistic works will have more opportunities to be displayed. From 2012 to 2015, as the core role of Mahua FunAge’s sketches, Shen Teng has been on the stage of the Spring Festival Evening for four consecutive years, and performed the image of "Hao Jian", a middle-aged "nobody", which brought joy to the audience, but also made many people find their own shadow in it more or less, and became another distinctive identity symbol after Peisi Chen’s reform youth and Zhao Benshan’s migrant farmers.

At this time, Mahua FunAge has become a comedy team of its own in China, with a small number of fans, and the attendance rate of stage plays is much higher than that of similar domestic drama clubs, and sometimes even a ticket is hard to find. Coupled with several years’ performance experience in Spring Festival Evening skits, compared with other groups, Shen Teng’s Mahua FunAge team has an incomparable sense of advanced satire in comedy performance.

"The essence of comedy is satire and criticism, not pure comedy." This is Shen Teng’s own interpretation of comedy.

In the semi-final, Shen Teng team chose to pay tribute to the comedian Chaplin with his work Where is the Thief. In order to enhance the expressive force, on the eve of the competition, Shen Teng urged all the people to delete all the lines and let them rehearse in the form of mime overnight. In a crowded carriage, each character was portrayed by pure body movements and expressions.

Shen Teng played Chaplin himself. Through the eyes, expressions and movements, in the short play of less than ten minutes, Shen Teng showed every psychological detail of Chaplin vividly. At the end, "Chaplin", misunderstood by the audience, sat in front of the window, his hands clasped helplessly and his chin stood on tiptoe. The sadness and injury revealed in his unfocused eyes deeply shocked the hearts of the audience and the judges present.

At this time, Shen Teng is no longer a dramatist who can only perform stage plays, but a highly plastic comedian who is meticulous in the script, has leadership for the team, and has his own thinking and understanding of comedy.

"New king of comedy"?

It was also in this year that the film goodbye mr. loser changed Shen Teng’s life again.

"goodbye mr. loser" is a daydream about a middle-aged diaosi who has accomplished nothing, crossing the past and achieving an ideal self completely different from reality. And Shen Teng is the key factor to test the water for Mahua FunAge to enter the film market.

Few people are optimistic about this lightweight film. However, it is this comedy film with a cost of only 20 million yuan. In 2015, it gained 1.44 billion yuan at the box office as a dark horse, ranking sixth at the box office of the year and third at the box office of domestic films. Shen Teng, 36, has become a rising star in the mainland comedy film Ran Ran.

But people didn’t wait for Shen Teng to explode. In the following three years, Shen Teng often appeared as a supporting role in Mahua FunAge’s films, like Zhang cornus, the deputy director who fell from the sky in Shame Iron Fist, adding a few Shen Teng-style humor to the film in several frames. However, in the past three years, he has never received any film first hero. He is unwilling to make do with the quality of the script and the role.

Shen Teng’s portrayal of Wang Duoyu’s role highlights the psychological struggle of the little people in him between dreams and reality, who are unwilling to show weakness but are extremely struggling. For example, when he saw 1 billion yuan, he sat down on the pulley chair with a dull face and couldn’t get up any more. The reality, however, is that Shen Teng is wearing that familiar yellow tracksuit, with messy hair and closed eyes. He is sitting on the steps and swearing with a runny nose and tears, crying his wrinkles together. But it is this disillusionment that makes the audience more realistic with a knowing smile.

This is a kind of comedy image that Shen Teng is good at creating. Whether it’s Charlotte, Wang Duoyu, Zhang Chi or Dafei, these little people are in their own difficult situation, timid, timid, arrogant and self-abased, but they are daydreaming, and there are precious qualities of justice, kindness and purity in them. They suffered the ups and downs of their lives when they were down and out, and lost their inner persistence at some moments in the process, but they always found this almost idealistic persistence at the last minute. The collision between idealism and reality is the starting point and the end result of Shen Teng-style comedy films.

In 1990s, Stephen Chow established his own unique comedy style of "Star Master" by virtue of his unique nonsense style, and was the king of box office with high spirits. It was an unrepeatable peak era that belonged exclusively to Stephen Chow.

But today, faced with the capital that has expanded countless times, more diverse media, complicated comedy genres and even "sharp" audiences with better tastes, Star Master’s nonsense comedies are no longer popular, and more people just take "The Mermaid" and "New king of comedy" as a tribute. Comparatively speaking, Shen Teng, which has successfully entered the box office of 12 billion with Flying Life and Crazy Alien, seems to be becoming the "king of comedy" of the new era.

Tang Ling, a famous film critic, said: "The core similarity of actors of this level is that not only their own acting skills should reach a high standard, but also they can reflect the national spirit in a period of time. The reason why their comedies make us laugh is because they are a reflection of the overall psychological state of society at that time."
