The "Measures" propose to encourage automobile manufacturers to recycle used motor vehicle parts for remanufacturing through the after-sales service system. Encourage specialized core recycling companies to provide remanufacturing enterprises with core materials that meet the requirements from maintenance channels.

　　According to reports, the remanufacturing mentioned in the Measures refers to the process of professional repair or upgrading of old automobile parts that are no longer used due to functional damage or technical elimination, so that their quality characteristics and safety and environmental protection performance are not lower than those of prototype new products.

　　The Measures propose that remanufacturing enterprises should build a reasonable reverse logistics system and a core recycling network. Encourage automobile manufacturers to recycle used motor vehicle parts for remanufacturing through the after-sales service system. Encourage specialized core recycling companies to provide remanufacturing enterprises with core materials that meet the requirements from maintenance channels.

　　The Measures point out that remanufacturing enterprises that have passed the third-party remanufacturing quality management system certification can purchase the engine, steering gear, transmission, front and rear axle and frame (hereinafter referred to as the "five major assemblies") parts of scrapped automobiles from qualified scrapped motor vehicle recycling and dismantling enterprises, and the types of recycling should be consistent with the types of parts that have passed the certification system of the enterprise. The tail gas aftertreatment device shall not be recycled for remanufacturing, and the recycling of key components for emission control shall meet the requirements of national emission control standards. It is not allowed to recycle the "Five Assemblies" parts of scrapped motor vehicles through market traders.

　　Remanufacturing enterprises shall use the purchased "Five Assemblies" of scrapped automobiles for their own remanufacturing, and shall not resell them; The parts that are not used for remanufacturing of this enterprise shall be sold to smelting or crushing enterprises as waste materials.

　　The Measures require that remanufacturing enterprises should ensure that the remanufactured products they produce and sell have the same quality characteristics as the prototype new products, and carry out the same inspection and testing as the prototype new products when they leave the factory. The safety standard of remanufactured products should not be lower than the national requirements for motor vehicle maintenance parts.

　　The comprehensive management department of local circular economy development at or above the county level coordinates the local departments of commerce, transportation, market supervision, ecological environment, etc., and manages the remanufacturing activities of auto parts within their respective administrative areas to promote the healthy and orderly development of the industry.
