  Last night, the Civil Aviation Administration of China released the "Guide to the Use and Evaluation of Portable Electronic Equipment (PED)" (hereinafter referred to as the "Guide"). According to the Guide, according to the national conditions of China, after a series of work such as technical testing and regulation revision, it is considered that the conditions for the use of PED on the open machine are basically mature.

  According to the Civil Aviation Administration’s Guide, portable electronic equipment (hereinafter referred to as PED) refers to portable electronic equipment that uses electricity as energy and can be held by hand. For example: notebook computers, tablet computers, e-books, mobile phones, video players and electronic game machines.

  The guide points out that the certificate holder can determine the open use of portable electronic equipment according to paragraph (b) and (5) of Article 121.573 "Prohibition and restriction of portable electronic equipment" in CCAR-121, "Portable electronic equipment that the certificate holder thinks will not affect the navigation and communication system of the aircraft when used". If necessary, the certificate holder shall verify the use of specific portable electronic equipment and decide whether to open it for use.

  Regarding the process of open use, Qi Qi, a civil aviation expert, said in an interview with the media that the process is mainly for airlines to apply, and then the Civil Aviation Administration will review the application made by airlines, and if it passes, it will issue a certificate for airlines.

  According to the Guide, the certificate holder should establish the corresponding usage specifications before opening the PED on the aircraft operated by him, including the following contents: 1. Clarify the available PED types; 2. Clear available/disabled flight phases; 3. Define the storage, custody and emergency disposal requirements of PED; 4. Define the available/disabled mode; 5. Clear the way and content of notifying passengers.

  It is worth noting that the Guide clarifies that during the flight, when the captain discovers that there is electronic interference and suspects that the interference comes from portable electronic devices used by the crew on board, the captain and the authorized personnel of the captain should ask him to turn off these portable electronic devices; If the circumstances are serious, it shall be handed over to the public security organ on the ground for legal disposal after the plane lands, and report to the bureau afterwards.
