Yangzhou billion-dollar project scam： fake officials and fake seals cheated to invest in the community and changed dozens of communities for free.
In the past year or two, the faç ades of dozens of old residential areas in Jiangdu District, Yangzhou City, Jiangsu Province have been repainted, and the appearance of the urban area has been greatly improved, and the residents applauded. However, this project is not led by the local government, and there is an incredible scam behind it.

The Paper learned from the victim, Ms. Zhou, that this case has entered the court trial stage. The Jiangdu District Court was originally scheduled to hold a public hearing on the case on August 10th. On the night before the hearing, the lawyer entrusted by her received a phone call from the judge, saying that due to work negligence, the case was postponed until further notice.
According to the accusation of the public prosecution agency, the defendant Yang Moujun fictionalized the old city reconstruction project implemented by the bidding government in order to defraud money for gambling and repayment of debts. In order to defraud the victim’s trust, Yang Moujun also arranged for the defendant Gao Moguang and others to pretend to be the relevant leaders of Jiangdu District Government, forge the official seal of the government, and cooperate with "acting". Ms. Zhou, Mr. Gu and other six "bosses" who worked on the project repeatedly took the bait. From October 2019 to November 2022, a total of 43.35 million yuan was paid to four defendants, including Yang Moujun.

Ms. Zhou, Mr. Gu and others said that in addition to the cheated money, they also paid hundreds of millions of yuan for the renovation of the faç ade, but the project money may not be recovered.
How can a few suspects with low educational level cheat tens of millions of yuan from veteran engineers? Ms. Zhou and others told The Paper that they also doubted the authenticity of the project, but the renovation of the facade of the old community was not a concealed project, nor was it a community with two communities. If Yang Moujun did not actually obtain the project, it was impossible for the construction workers to enter the site on a large scale during the epidemic control period.
According to relevant materials, according to Yang Moujun’s confession, he lied that his career was successful. In order to give back to the society and win the bid for similar projects in the future, he made a free facade renovation for the old community and defrauded the trust of many community secretaries in Fairy Town, so that all communities could cooperate with the construction.
Until now, Ms. Zhou and others can’t understand why a large-scale project like this can only be agreed at the community level.
Dozens of old communities have a new look.
Jiangdu District is located in the east of Yangzhou City, with a total area of 1,332.54 square kilometers. In 2011, it was removed from the county and divided into districts. It has jurisdiction over 13 towns, including Fairy Town and Xiaoji Town. At the end of 2022, the resident population of the whole region was 928,700, and the urbanization rate of the resident population was 62.1%. The district government is located at No.1 Longchuan North Road, Fairy Town.
Recently, a reporter from The Paper visited Xiannv Town, Jiangdu District, and found that the overall appearance of the city here was clean and tidy, and there were hardly any communities with dilapidated facades, even though some communities had been built for twenty or thirty years.
Beiyuan Xincun Community, located in Xiannv Town, was completed in 2000, with 47 five-storey unit buildings, which is one of the larger communities in Xiannv Town. The original facade of the residential building was a concrete wall. After more than 20 years of scouring, it was worn out and even fell off. But today’s Beiyuan New Village, after waterproof treatment, painting the facade and other transformation, has taken on a new look.

"It was brushed in May last year, and the whole community was all brushed." Many residents of Beiyuan Community told The Paper that a construction team came to set up scaffolding, painted the external walls and corridors, and made the roof and the top of the first floor waterproof. Residents said that not only the community, but also the nearby Shuangxian apartment has been renovated. "Many old communities have been rectified."

When asked who paid for the renovation, the residents said they were unclear. Some residents said positively, "The government must have done such a big project."
In long xi she qu, Fairy Town, there are also many old communities built in 1980s and 1990s. Residents of Jinlong Community said that before the renovation of the faç ade, cement blocks often fell and injured vehicles, which was a great safety hazard. Now the hidden danger of wall tiles falling off is gone, the community has become beautiful, and second-hand houses have been sold. Many residents in the community believe that the renovation of the faç ade of the community is a municipal project, "repairing (finishing) the house first, and getting the sewer behind". Opposite Jinlong Community, there are two dormitory buildings of the district government. Some residents in the community also believe that the renovation of the faç ade is a municipal project.
According to the statistics of victims, from July 2021 to the end of October 2022, 52 communities and hundreds of buildings in the 33 communities under the jurisdiction of Fairy Town have undergone facade renovation, and most of them have been completed and passed the acceptance.
However, for the builders who have invested hundreds of millions of yuan, the renovation of the facade, which residents regard as a "municipal project", is not a government project, but a huge scam.

The defendant was sentenced to 15 years for fraud and returned to his old job after he was released from prison.
In this scam, Yang Moujun, the "director" and "leading actor" of the case, appeared first.
Yang Moujun is a native of Xiaoji Town, Jiangdu, and he is 46 years old this year. According to relevant information, he dropped out of school in the third grade of primary school. At the age of 27, Yang Moujun began to set foot in the coal business and maintained his business by usury. In order to repay the debt, Yang Moujun concealed his debt status without actual operation and knowing that he was unable to repay, pretending to be a big boss in business, and with the assistance of a fellow villager, he fabricated the fact that he needed funds for business, and defrauded others for a total of 1 million yuan in two months. After the incident, Yang Moujun fled to Urumqi to hide and was arrested by the police.
In 2006, Yangzhou Intermediate People’s Court sentenced Yang Moujun to 15 years in prison, deprived of political rights for 5 years and fined 500,000 yuan for fraud. During his sentence, Yang Moujun was commuted three times, with a total of three years and ten months. In 2017, Yang Moujun, who was nearly 40 years old, was released from prison.
After he was released from prison, Yang Moujun obviously did not repent. He used the convenience of helping his friend to be the nominal legal representative of a hotel chain in Jiangdu District to borrow and lend money outside. With this money, Yang Moujun changed from a middle-aged man who was down and out to a "big boss" wearing expensive jewelry and driving a Maserati.
Subsequently, Yang Moujun returned to his old job and stared at Ms. Zhou, the first victim of this case.
Ms. Zhou is 57 years old. When she was 22, she followed her husband to Shanghai. After years of hard work, Ms. Zhou and her husband made small achievements and bought a villa in Fengxian, Shanghai. Ms. Zhou and Yang Moujun are through their mutual friends — — Cheng Mouyan, a real estate agent, met him.
According to Yang Moujun’s confession, his mortgage loan was handled by Cheng Mouyan for him. In the second half of 2019, Cheng Mouyan offered to ask Ms. Zhou if he wanted to borrow money. Under the recommendation of Cheng Mouyan, Yang Moujun stared at Ms. Zhou’s "fat meat" and borrowed money from Ms. Zhou many times.
"He said that he is working on the 5G tower project and needs capital turnover." Ms. Zhou said that at first, she didn’t trust Yang Moujun. However, Cheng Mouyan was very active and drove to Ms. Zhou’s house many times, which facilitated Ms. Zhou to meet Yang Moujun in Shanghai or sent Ms. Zhou to Jiangdu. Prior to this, Ms. Zhou had never worked in Yangzhou.
Ms. Zhou said that every time she went to Jiangdu, Yang Moujun said that she knew the "big leader" of Jiangdu and advised her to develop in Jiangdu. Cheng Mouyan also "assisted" on the side.
In the end, under the soft and hard bubble of Yang Moujun, Ms. Zhou was "said to have no way" and lent Yang Moujun a total of 3 million yuan in three times. At that time, the two had known each other for less than two months.
By December 2019, Yang Moujun had tricked Ms. Zhou into taking the bait on the grounds of cooperating in the development of Jiangdu uncompleted residential flats and undertaking the old city reconstruction project in Jiangdu District. Since then, under the "organizing bureau" of Yang Moujun, Ms. Zhou came to Jiangdu to talk with Jiangdu’s "leadership" — — Gao Moguang, the "starring" in this case, met with Sun Mouyan.
Find someone to pretend to be a local leader and play tricks at the door of the district government.
Gao Moguang was the same age as Yang Moujun, dropped out of school in the first day of junior high school, and then engaged in decoration in Jiangdu and Shanghai.
The 43-year-old Sun Mouyan is also from Jiangdu, with a junior high school education, and her husband also runs a company. However, the economic situation of Gao Moguang and Sun Mouyan is not good.
According to Yang Moujun’s confession, he told Gao Moguang and Sun Mouyan the "script" for the reconstruction of the old city, and designed "roles" and "scenes" for them — — Gao Moguang plays "Gao Shuji" in charge of the old city reconstruction in Jiangdu District Government, and Sun Mouyan plays "Director Sun" in Jiangdu District Government Office. Their "task" is to convince the boss in Shanghai (that is, Ms. Zhou) of the authenticity of the project, and try to stall and stabilize Ms. Zhou after signing the contract. Give them the benefits after you get the money. Hearing this, the two agreed.
However, in some key facts and details, the confessions of the three people are not consistent: for example, in the confessions of Gao Moguang and Sun Mouyan, the two admitted to pretending to be the leaders of Jiangdu District, but denied that Yang Moujun claimed to tell them that the old city reconstruction project was a fictional plot. The two said that Yang Moujun only said that he got the project from the leader, but he was temporarily unable to pay the project money on time. They didn’t know that the project was fake. In addition, Yang Moujun said that in order to "act realistically", Sun Mouyan also designed a scene: Yang Moujun drove Ms. Zhou to the door of Jiangdu District Government, and then called Sun Mouyan to let Ms. Zhou see her coming out of Jiangdu District Government Courtyard. However, Sun Mouyan’s confession did not mention this situation, saying that he did what Yang Moujun said. Since then, several people have indeed gone to the gate of Jiangdu District Government to "take photos", but the relevant materials do not show how they entered the government compound during the epidemic.
After several "actors", Ms. Zhou finally believed that Yang Moujun had got the government’s old city reconstruction project, and according to Yang Moujun’s requirements, she registered a company in Yangzhou and waited to "sign a contract" with Jiangdu District Government.
Fake official seals and fake contracts full of loopholes
Before the contract was signed, Yang Moujun arranged for Gao Shuji to privately engrave fake seals such as "Yangzhou Jiangdu District People’s Government 178962", "Yangzhou Jiangdu District Planning Bureau" and "Yangzhou Jiangdu District People’s Government Financial Special Seal".
However, these props are not professional: the official seal of Jiangdu District Government of Yangzhou City consists of the words "Jiangdu District People’s Government of Yangzhou City" and the national emblem pattern, and the official seal has no number; The fake seal engraved by "Gao Shuji" has the same name, but there is no national emblem pattern, and it is replaced by a five-pointed star pattern. The circular "Special Seal for Finance of People’s Government of Jiangdu District of Yangzhou City" does not exist either, only the square "Special Seal for Appropriation of Finance Bureau of Jiangdu District of Yangzhou City". In addition, after the institutional reform in 2018, the functions of the former land resources and planning departments were integrated into the Natural Resources and Planning Bureau. Therefore, there was no "Yangzhou Jiangdu District Planning Bureau" at that time, and the exact name of the organization was "Jiangdu Branch of Yangzhou Natural Resources and Planning Bureau".
In June 2020, Yang Moujun forged the "Jiangdu District Residential Area Renovation Project Contract" (hereinafter referred to as the "Contract") and asked Ms. Zhou to take it back and stamp the company’s seal. After Ms. Zhou stamped it, he took it to stamp the government department’s seal.
The Paper noticed that this Contract is also full of problems: the description of Party A (the employer) recorded on the cover of the Contract is neither fish nor fowl, and it is "Planning Bureau of Jiangdu District People’s Government", but it is also stamped with "Planning Bureau of Jiangdu District of Yangzhou City". The front page of the Contract inexplicably reads a paragraph of Opinions of Jiangsu Province on Promoting the Reform and Development of the Construction Industry, and the content is not smooth: "People’s governments of cities and counties (cities, districts), provincial committees and offices, and provincial directly affiliated units: Jiangdu District People’s Government of Yangzhou City has completed the construction and installation tasks in accordance with the Economic Contract Law of the People’s Republic of China (Note:)

Ms. Zhou said that at that time, this contract did arouse her doubts. "Old city reconstruction projects like this have to go through bidding, and the contractors are generally local housing and construction departments, not self-regulatory departments; In addition, the name of the planning bureau is also wrong. Yang Moujun told me that Jiangdu is a small place, not a big city like Shanghai, and they are led by the Planning Bureau. If I want to take over the project, I have to follow local regulations. " Ms. Zhou said that regarding the name of the self-regulatory department, Yang Moujun said that it was also called the Planning Bureau when coordinating the project.
In order to dispel Ms. Zhou’s doubts, Yang Moujun forged a supplementary agreement that was also not in the official document format, and stamped it with the seal of "People’s Government of Jiangdu District, Yangzhou City 178962". The full name of this supplementary agreement is Supplementary Agreement on Matters Not Covered in the Renovation and Reconstruction Project Contract of Jiangdu Residential District of Yangzhou Municipal People’s Government through negotiation between both parties, and the date of signature is November 18, 2020.
Seeing the seal of Jiangdu district government, Ms. Zhou’s alert was slowly put down. The supplementary agreement stipulates that "if one party fails to perform the contract, it will compensate the other party for 20% of the total contract price as compensation for breach of contract", which also gives Ms. Zhou a "reassurance".
At this point, Yang Moujun has defrauded Ms. Zhou of millions of yuan in the name of borrowing money, managing and paying the deposit.
After "fixing" the community secretary, the construction team entered the site for construction.
After the signing of the Contract and the supplementary agreement, Ms. Zhou arranged for the construction team to stand by at any time. But after waiting for half a year, Ms. Zhou didn’t wait to start work. During this period, "Secretary Gao" and "Director Sun" found various reasons to stabilize Ms. Zhou. Seeing that it couldn’t go on, Yang Moujun thought of a trick: if he told the community to carry out the facade renovation for them free of charge, as long as the community cooperated with the construction, it should not be rejected.
Yang Moujun first contacted Dai Xiangfeng, secretary of the Party Committee of Xiyuan Community in Xiannv Town. According to relevant information, Dai Xiangfeng said that at the end of June, 2021, Yang Moujun called him and simply said that new things were given to one building and two external walls of Xiyuan Community for free. As soon as he heard that there was such a good thing, he asked Yang Moujun to go to the community to talk in detail. Yang Moujun said that he has made a name for himself now, and he wants to do something good for his hometown and give back to the society. At the same time, he also wants to "make a difference" in Jiangdu, so that he can participate in the bidding for the reconstruction of the old city in other parts of Yangzhou in the future. Dai Xiangfeng felt that this was a good thing. The next day, he found members of the Xiyuan Community Industry Committee and informed them of the situation. Everyone agreed. Later, the Xiyuan Community Industry Committee signed a safety free agreement with Yang Moujun, and the community participated in the signing as a witness.
After "fixing" Xiyuan Community, Yang Moujun forged a work permit for the maintenance and construction of old houses of Jiangdu District People’s Government of Yangzhou City, and stamped it with the official seal of Jiangdu District People’s Government of Yangzhou City 178962 and Planning Bureau of Jiangdu District of Yangzhou City. After Ms. Zhou obtained the certificate, she immediately organized Mr. Gu to enter the site for construction. "Yang Moujun asked me to pay the materials and labor costs first, and then wait for the financial allocation. I will arrange for Mr. Gu to enter the construction site on July 1. "
Yang Moujun forged the Work Start Certificate for the Maintenance and Construction of the Old House of the People’s Government of Jiangdu District, Yangzhou City, and stamped the fake official seal of "Jiangdu District People’s Government of Yangzhou City 178962" and "Planning Bureau of Jiangdu District, Yangzhou City".
Dai Xiangfeng said that after about half a month, Yang Moujun found him again and said that the effect of only making two buildings was not good. Instead of spending hundreds of thousands on bidding documents, it is better to renovate several buildings. Yang Moujun offered to add 3-8 buildings in Xiyuan Community for rectification. Residents in the community who have not been transformed find Dai Xiangfeng and ask if they can completely transform all the remaining buildings. Yang Moujun readily agreed.
Mr. Gu said: "We entered the site on July 1, 2021. In September, the renovation project of the entire Xiyuan Community was completed. There are 24 buildings in this community."
Since then, Yang Moujun has continuously "fixed" the secretaries of several communities in the same way. When determining a community, Yang Moujun told Ms. Zhou and others that they could enter the construction site. For a time, several communities in Fairy Town started construction at the same time, and a massive renovation of old communities began.
Although she couldn’t get the project advance payment in time, Ms. Zhou was convinced of Yang Moujun’s ability at that time. She couldn’t convince herself that the old city reconstruction project was fake: if it wasn’t a government project, how could the construction be so smooth without a person and a competent department to stop it? Ms. Zhou also said that the two buildings in the dormitory of Jiangdu district government have also undergone facade renovation, and it is impossible for district-level or even municipal officials to be ignorant of this.
On the other hand, with more and more communities starting construction, Mr. He and others who are working in Shanghai also hope to join in and cooperate with Yang Moujun, and even Mr. Gu wants Yang Moujun to cooperate directly with him. With the mentality that cheating more than one is one, Yang Moujun comes to the net.
Until the afternoon of November 3, 2022, Mr. Gu, who was too late to get the project payment, found that something was wrong and reported the case to Jiangdu Branch of Yangzhou Public Security Bureau. The next day, Jiangdu police decided to file a case for investigation.

Four defendants were accused of defrauding 43.35 million yuan, and the trial was postponed.
Relevant materials show that Yang Moujun had noticed the "wind" before Mr. Gu reported the case: in the early morning of November 3, 2022, Yang Moujun returned to his girlfriend’s residence, packed his clothes and left. Before leaving, Yang Moujun also let She Mouling live well by herself. On November 7, Jiangdu police arrested the absconded Yang Moujun in Lianyungang City, Jiangsu Province. Several other suspects, such as "Secretary Gao" and "Director Sun", were also arrested and confessed their crimes.
After investigation, Yang Moujun, Gao Moguang, Sun Mouyan and others successively defrauded Ms. Zhou, Mr. Gu, Mr. He and others of more than 40 million yuan, most of which was taken by Yang Moujun to gamble in Jiangdu. In addition, Ms. Zhou, Mr. Gu and Mr. He actually contributed hundreds of millions of yuan to the construction, but the project funds may not be recovered.
At this point, this scam, which lasted for three years and caused heavy losses to several engineering bosses, finally came to the bottom.
On May 22 this year, the Jiangdu District Procuratorate filed a public prosecution with the Jiangdu District Court. The public prosecutor accused Yang Moujun of inventing the old city reconstruction project implemented by the bidding government in order to defraud money for gambling and repayment of debts. In order to defraud the victim’s trust, Yang Moujun also arranged for the defendant Gao Moguang and others to impersonate the relevant leaders of Jiangdu Municipal Government and forge the official seal of the government. From October 2019 to November 2022, Yang Moujun and others defrauded "management fees" and "project deposits" for more than 43.35 million yuan.
According to Lu Fengyang, an agent entrusted by Ms. Zhou and a lawyer of Shanghai Jintiancheng Law Firm, Jiangdu Court informed him on August 2 that the case of Yang Moujun and others suspected of fraud would be heard in public on the morning of August 9. On the morning of the 9th, he went to the court and was told that "the notice was wrong", and the correct court date was August 10th. However, on the evening of the 9th, he was informed by the court that due to work negligence, the trial scheduled for August 10th was postponed, and the trial time will be notified separately.
