  I. General requirements

  (二)应用模式

  “专递课堂”强调专门性,主要针对农村薄弱学校和教学点缺少师资、开不出开不足开不好国家规定课程的问题,采用网上专门开课或同步上课、利用互联网按照教学进度推送适切的优质教育资源等形式,帮助其开齐开足开好国家规定课程,促进教育公平和均衡发展。

  “名师课堂”强调共享性,主要针对教师教学能力不强、专业发展水平不高的问题,通过组建网络研修共同体等方式,发挥名师名课示范效应,探索网络环境下教研活动的新形态,以优秀教师带动普通教师水平提升,使名师资源得到更大范围共享,促进教师专业发展。

  “名校网络课堂”强调开放性,主要针对有效缩小区域、城乡、校际之间教育质量差距的迫切需求,以优质学校为主体,通过网络学校、网络课程等形式,系统性、全方位地推动优质教育资源在区域或全国范围内共享,满足学生对个性化发展和高质量教育的需求。

  Second, the main task

  (1) Strengthen overall planning and implementation, and promote the popularization of applications.

  All provincial education departments should be problem-oriented, formulate a hierarchical and coordinated overall promotion plan of "Three Classrooms" and promote the implementation of "Three Classrooms" in an organized manner in accordance with the principles of overall planning at the provincial level, overall regional promotion and school use as needed. The education departments of cities and counties should formulate the implementation plan of "Three Classrooms" according to the development level of regional education and the deployment of educational informatization, determine the timetable and road map, and systematically promote the normal application of "Three Classrooms". Schools should combine the actual situation, strengthen the role of classroom as the main position, strengthen the integration with subject teaching, and expand to all-round education, formulate the implementation rules for the normal application of "three classrooms", so that teaching and research activities can be followed. To encourage the development of characteristics, different regions and schools should adjust measures to local conditions, innovate paths and promote classification, and form a new form of application of "three classes" within and between regions.

  (B) improve the operating mechanism and assessment incentives to stimulate the vitality of the application.

  Improve the organization and operation mechanism, incorporate the "three classes" into the daily teaching management system, conduct unified management and scheduling, and clarify the work requirements and operating procedures of the output and receiving terminals under different application modes; Scientifically determine the radiation range of output terminals and reasonably control the number of receiving terminals; Strengthen the offline interaction between the output end and the receiving end, and enhance the emotional communication and humanistic care between teachers and students. Promote the teaching and teaching research organization mode of "central school with teaching points", "one school with multiple points, one school with multiple schools", and encourage the formation of entity institutions to focus on the application practice of "three classrooms" in the form of "joint school network teaching". Improve the assessment and incentive mechanism, optimize the structure of local teachers as a whole, and rationally equip teachers in English, music, art and other disciplines; The teaching and research tasks undertaken by teachers in the "three classrooms" should be included in the workload calculation, and appropriate tilt should be given in performance appraisal, evaluation before evaluation and promotion of professional titles. Establish a multi-party participation mechanism, actively guide social forces such as industry enterprises, universities, research institutes, public welfare organizations, and volunteer groups to participate, and build a "three classrooms" application ecology that is shared and shared. Innovate the construction of operation and maintenance mechanism, and encourage the establishment of a professional operation and maintenance service system by purchasing services.

  (3) Strengthen the support of teachers’ research and training, teaching and research, and enhance their application ability.

  Combined with the National Project 2.0 for Improving the Information Technology Application Ability of Primary and Secondary School Teachers, we will give play to the leading role of the national training plan for primary and secondary school teachers, strengthen the ability of "seed" teachers and trainers to carry out "three classes" related training, strengthen the effective connection of national training, provincial training, city and county training programs, carry out all-staff training for teachers’ information teaching ability, focus on solving the problems encountered in the process of online teaching, online teaching and research, and operational practice, and strengthen the foundation of teachers’ "three classes" application. Take the whole school to promote the way, strengthen the professional training of principals, managers and key teachers, update the educational concept, enhance the information leadership and information literacy, and improve the application management and service level of the "three classrooms". Establish a "three-classroom" applied ability research and training team with excellent teachers in primary and secondary schools, teaching and research teams in provinces, cities and counties, and subject teaching experts in colleges and universities. Establish a network training community, with advanced ideas as the guide, subject teaching as the core, practical problems as the guide, and emerging technologies as the support to promote the application of school-based training in "three classrooms". Through teaching competitions, publishing case sets, holding on-the-spot meetings and holding application exhibition activities, we will publicize and popularize the advanced experience of the application of "Three Classrooms".

  (4) Optimize hardware facilities and software resources and improve application conditions.

  Co-ordinate various resources to make up for the shortcomings of weak rural schools and teaching points in hardware facilities and software resources of the "three classrooms". Choose a reasonable technical scheme according to local conditions, and choose information-based teaching equipment with appropriate performance and favorable cost to provide students with a learning environment and facilities that meet the requirements of eye hygiene. Encourage the full use of existing ordinary classrooms equipped with multimedia teaching equipment to avoid redundant construction and improve the efficiency of equipment use. Give full play to the basic supporting role of the national public service system of digital educational resources for the "three classrooms", enhance the effective supply of high-quality educational resources and the interoperability of basic data, and widely carry out diversified applications such as live broadcast, recording and broadcasting, implantation and observation. Strengthen the integration of "three classes" and the application of online learning space, and expand services such as resource sharing, teaching support, learning interaction, learning situation analysis and decision evaluation based on online learning space. Comprehensive use of artificial intelligence, cloud computing, big data, virtual reality and other technologies to continuously enhance the intelligence, sharing and interaction of the "three classrooms".

  Strengthen the overall management of "Three Classrooms" and build a closed-loop system of teaching arrangement, classroom teaching, teaching research, quality monitoring and evaluation feedback based on the network to ensure the teaching quality of "Three Classrooms". Relying on the public service platform of educational resources, through the information collection and data analysis of the application of "Three Classrooms", we can realize the dynamic supervision of the application effect of "Three Classrooms", assist scientific decision-making, support fine management and promote accurate teaching. The establishment of the "three classes" application progress information reporting and publishing system, timely grasp and inform the work progress and application effect.   Third, safeguard measures

Relevant business departments such as teaching and research, teacher training, audio-visual education, information and equipment should ensure the normal application of the "three classrooms" from the aspects of teaching and research guidance, teacher training, technical support, operation and maintenance, and consulting services.

  (2) Funding guarantee

  The central government has increased its support for local education informatization construction in related projects, focusing on supporting the construction and application of "three classrooms" in the central and western regions. Guide local governments to strengthen the investment in the construction and application of the "Three Classrooms" in rural areas, remote areas, poverty-stricken areas and ethnic minority areas, formulate incentive policies for schools and teachers at the output end of the "Three Classrooms", provide financial support for equipment procurement, service purchase, resource allocation, teacher training, teaching application, assessment and incentives, and ensure the rational use of funds. Make overall consideration of the reasonable proportion of "three classrooms" construction funds, operation and maintenance funds, application funds and training funds, optimize the expenditure structure, and improve the efficiency of the use of funds. Give full play to the roles of government and market, encourage enterprises and other social forces to participate in the construction of "three classes" and provide high-quality operation and maintenance support services.

  (3) Safety guarantee

  In accordance with the Network Security Law of the People’s Republic of China and other relevant laws, regulations and documents, we will implement the network security level protection system, network security monitoring and early warning notification system and individual user information protection system, and explore the establishment of application software security assessment mechanism, data classification guarantee mechanism and security incident emergency response mechanism. According to the principle of "who is in charge is responsible, who is responsible for operation and maintenance, and who is responsible for use", the network security responsibility of "three classrooms" will be implemented step by step. Education departments at all levels should require "Three Classrooms" related service providers to standardize the life-cycle management of data and regularly investigate network security risks. Strengthen the network security education for the personnel related to the construction and application of "Three Classrooms", improve the awareness of network security and protection ability, and safeguard the vital interests of teachers and students.
