Deepening ＂Micro-reform＂ and Stimulating the Efficiency of Grass-roots Governance

　　As the basic governance unit to provide public services and increase social welfare, whether local governments can respond to people’s diversified demands in a timely and effective manner is not only related to whether various reforms can be supported by the masses, but also related to the realization of government governance efficiency. Some local governments focus on the comprehensive deepening reform policies promulgated by the central government, give full play to their institutional advantages, and actively start with solving the most direct, realistic and highly relevant interests of the people, especially the most intense and prominent problems reflected by the people, and study them one by one in detail and nuance, making full use of existing and developing emerging technical means, and proposing various improvements that are effective in practice and can solve practical problems.

　　The key to grass-roots governance is to improve governance efficiency. China’s political system has obvious advantages. In order to better transform the institutional advantages into the effectiveness of state governance, it is necessary to consolidate the foundation and make up the shortcomings, strengthen the weak points and promote the advantages. "Micro-reform" can not only effectively stimulate local governance efficiency and enhance local governance capacity, but also enhance people’s sense of gain, enhance their recognition of governance efficiency, realize policy complementarity with the central government’s comprehensive deepening reform measures, and maximize the integration effect of policies to promote higher quality, more efficient and fairer local economic and social development.

　　"Micro-reform" can promote scientific government decision-making, fine social governance and efficient public services, and effectively stimulate the effectiveness of grassroots governance. Under the influence of the complex environment at home and abroad, the effect of local governance is often affected by the increasing uncertainty, complexity and risk, and the effect of government governance will also be restricted by multiple unfavorable factors such as the relative simplification of government public services and the unclear role of governance subjects. The "micro-reform" can quickly and conveniently stimulate the government’s effectiveness and overcome some factors that are not conducive to the improvement of government’s effectiveness from the local actual situation. At the same time, "micro-reform" often improves the intelligent level of governance through information technology and other means, such as deepening the original "one-stop service" and "digital government affairs", which has stimulated the effectiveness of grassroots governance to the greatest extent.

　　"Micro-reform" can promote the effective linkage among government, society, market and other subjects, and constantly promote the improvement of grassroots governance capacity. The level of local governance capacity often affects the realization of governance efficiency. From the perspective of local practice, the accumulation of "micro-reform" has promoted the quality of local public service supply, and improved the level and quality of public service supply by constantly responding to people’s different types of public service demands. At the same time, the accumulation of "micro-reform" has also improved the enthusiasm of citizens to participate in local governance. By going deep into the grassroots, "micro-reform" understands the needs of the masses and responds to their demands, and builds a dynamic new governance system to jointly promote the comprehensive deepening of reform measures at the grassroots level.

Therefore, "micro-reform" often has a high degree of public recognition, and people’s recognition of governance efficiency is realized in this visible "micro-reform", so as to stimulate the enthusiasm of the masses to participate in the reform, which can solve the multi-level and multi-type service needs of the masses and build a mass base for the realization of governance efficiency.

　　By carrying out small-scale reforms in line with local realities and the wishes of the masses, the "micro-reform" has increased the accuracy of the government’s public service supply by adopting various innovative methods in the process of stimulating grassroots governance innovation in a gradual and cumulative manner, which has truly rooted the policies of the central government to comprehensively deepen reform and enhanced the people’s sense of acquisition and happiness. With the acceleration of adhering to and improving the Socialism with Chinese characteristics system, promoting the modernization of the national governance system and governance capacity, the future "micro-reform" will inevitably have more room for development, which will promote the sustained and effective improvement of grassroots governance efficiency.
