Since the 18th National Congress of the Communist Party of China, the General Secretary of the Supreme Leader has repeatedly stressed the importance of paying close attention to implementation, admonished the whole party to "make mistakes in the country by empty talk, and prosper the country by hard work", and demanded to "be both a reform promoter and a reform doer". Since the new era, the CPC Central Committee has consistently pushed forward comprehensive and deepening reforms, the economic system reform has made all-round efforts and made many breakthroughs, the reform of democracy and the rule of law has taken significant steps, the reform of the cultural system has been further advanced, the foundation of the people’s livelihood security system has been continuously consolidated, the system of ecological civilization system has been basically established, the reform of the party building system and the discipline inspection and supervision system has made historic breakthroughs, and the reform of national defense and the military has opened up a new situation … … Over the past decade or so, the reform has been transformed from partial exploration and breakthrough to system integration and comprehensive deepening. The key to historic change, systematic reshaping and overall reconstruction in many fields lies in the fact that the whole party has made implementation the focus of promoting the reform work, from the overall design, overall coordination, overall promotion and supervision of implementation at the central level, to the clear tasks, responsibilities, backward schedule and stubble promotion of various departments in various regions, and then to the in-depth supervision of relevant departments, so as to promote the reform with real swords and spears.

　　The Central Committee of the Communist Party of China’s Decision on Further Comprehensively Deepening Reform and Promoting Chinese Modernization, adopted by the Third Plenary Session of the 20th CPC Central Committee, closely revolves around the theme of promoting Chinese modernization, and has deployed more than 300 major reform measures in the aspects of economy, politics, culture, society, ecological civilization, national security, national defense and the army, making it clear that all proposed reform tasks will be completed by the 80th anniversary of the founding of People’s Republic of China (PRC) in 2029. The General Secretary of the Supreme Leader has repeatedly stressed that the reform should attach importance to design and planning, and more importantly, it should be implemented. Facing the new journey, the grand blueprint for further comprehensive deepening reform has been drawn. The key to realizing the reform objectives and tasks set by the Third Plenary Session of the 20th CPC Central Committee as scheduled is to do a good job of implementation. The "Decision" clearly puts forward "improving the implementation mechanism of major decision-making arrangements of the CPC Central Committee", and in the last article of 60, it specifically emphasizes that it is necessary to "do a good job in the implementation of reforms with the spirit of nailing nails" and demand that the decision-making arrangements for the CPC Central Committee further deepen reforms in an all-round way. The whole party must be realistic and pragmatic, and dare to do good deeds. Only when all localities and departments shoulder the reform mission bravely and make real efforts in the implementation of the reform can we push the reform forward in depth.

It is necessary to adhere to the centralized and unified leadership of the CPC Central Committee on reform and strictly implement the system of asking for instructions and reporting. It is necessary to more closely integrate reform with economic and social development and accelerate the implementation of landmark reform measures. It is necessary to optimize the implementation mechanism of reform and promote the overall coordination of major issues.
