Digital and intelligent air quality monitoring platform is a microcosm of the achievements of intelligent environmental protection system construction in Yunnan Province. In the past three years, based on the existing foundation, the Provincial Department of Ecology and Environment has tapped the potential for innovation, taken various measures to accelerate the construction of a smart environmental protection system, improved the level and capacity of the province’s eco-environmental information construction, realized scientific decision-making on eco-environmental protection, precise supervision, and served the convenience of the people, and helped the government to modernize its governance system and governance capacity.

Focusing on speeding up the informatization construction and increasing efficiency, the Provincial Department of Ecology and Environment has established an overall coordination mechanism for the development and application of big data, and raised about 150 million yuan for informatization construction through channels such as the central ecological environment special fund, the provincial departmental budget, and the provincial e-government special fund, so as to effectively promote the implementation of smart environmental protection projects.

In terms of overall planning and top-level design, the 14th Five-Year Plan of Ecological Environment Informatization in Yunnan Province was compiled, and the objectives, main tasks and key projects of ecological environment informatization construction during the 14th Five-Year Plan period were put forward, the technical direction of innovation management and business collaboration was planned, and the ideas of building a smart environmental protection system in Yunnan Province were clarified from the aspects of top-level design, technical route, technical framework and implementation path. Efforts should be made to break the compartmentalization, promote the integration of data and business, and build a "1+1+4+N" intelligent environmental protection system with ecological environment monitoring network, integrated data resource center, four application systems and n application modules.

Up to now, major projects such as solid waste (medical waste) environmental management information platform (Phase I), water ecological environment big data supervision platform, soil and solid waste environmental management information platform, environmental supervision and decision support system have been built in Yunnan Province, effectively improving the province’s ecological environment information capacity.

Intelligent and precise pollution control

With digital empowerment and scientific and technological innovation to help the construction of ecological civilization, Ruili City, dehong autonomous prefecture has built an information management platform for the overall environmental planning, Dali Prefecture has built a "smart Erhai Lake", and Yuxi City has built a "smart three lakes" … All parts of the province have made in-depth explorations to build a "smart" ecology in Yunnan and promote the precise pollution control of the ecological environment into the 2.0 era.

In the field of plateau lakes and water environment research, Yunnan Province has actively promoted the construction of "smart lakes" around the needs of ecological environment supervision, ecological environment big data construction and scientific and technological support of nine plateau lakes, organically combined advanced scientific and technological means with the comprehensive management and control objectives of lake basins, built and improved the intelligent supervision platform of plateau lakes’ ecological environment, and realized the interconnection and sharing of all kinds of information and data at all levels and comprehensive analysis and decision-making.

Yunnan Water Eco-environment Big Data Supervision Platform, which was started in 2021, built a big data application system for watershed water eco-environment management around six major water systems in Yunnan Province. Taking application integration as the starting point, nine big data application systems for environmental management of plateau lakes were constructed. Based on the problem, the water ecological environment management command and dispatch system is constructed. The completion of the platform has achieved a leap from 0 to 1 in the informationization of many business elements. Through the informationization of environmental management and the digitization of information management, all kinds of water quality monitoring data are fully utilized, and the dual data quality control system of data interconnection, scientific analysis, accurate pollution control and "manual monitoring+automatic monitoring" has been realized, further improving the modern supervision ability of water ecological environment.

In 2021, Yunnan Province successfully completed the division of ecological environment management and control of the province’s land area, and divided 1164 ecological environment management and control units into three categories: priority protection units, key management and control units and general management and control units. According to the eco-environmental characteristics of different units, the measures of classified protection and zoning control are adopted, and the eco-environmental access list of various control units is put forward.

On the one hand, the Yunnan Eco-environment Zoning Management Information Platform, which is based on the results of the province’s "three lines and one order" eco-environment zoning management and control, supports the promotion of high-quality development, and takes the eco-environment management and control units and eco-environment access list determined by "three lines and one order" as an important basis for resource development, industrial layout and structural adjustment, urban construction and major project site selection to ensure that development is not overloaded and the bottom line is not broken. On the other hand, we should focus on promoting high-level protection, improve environmental quality as the core, give full play to the role of "three lines and one order" in ecological environment zoning control, and promote the linkage management of pollutant discharge and ecological environment quality objectives. This achievement has been widely used in the examination and approval of environmental impact assessment of construction projects in the province, the optimization and upgrading of industrial parks, the preparation of relevant plans and the supervision of ecological environment protection.

"In 2022, the eco-environmental zoning management and control information platform has been queried and applied for about 39,000 times, which not only provides more convenient and efficient policy consultation services for market participants by means of information technology, but also further strengthens the pertinence of the prevention of ecological environment sources and improves the scientific nature of ecological environment protection."
