"The municipal government’s legislative work plan for 2020" has been agreed by the municipal party committee and the municipal government, and is hereby issued to you, and the municipal government’s legislative work in 2020 is notified as follows:
First, improve political stance and strengthen legislation in key areas.
The year 2020 is the year of building a well-off society in an all-round way and concluding the 13th Five-Year Plan. The government’s legislative work must be guided by the Supreme Leader’s Socialism with Chinese characteristics Thought in the new era, fully implement the spirit of the 19th National Congress of the Communist Party of China and the Second, Third and Fourth Plenary Sessions of the 19th National Congress, thoroughly implement the spirit of the important speech delivered by the General Secretary of the Supreme Leader at the third meeting of the Central Committee for Governing the Country in an All-round Way according to Law, and closely focus on the decision-making arrangements of the CPC Central Committee and the State Council and the central work of the municipal party committee and municipal government. Based on the strategic positioning of the capital city, we will do our best to provide services to prevent and control the COVID-19 epidemic according to law, continuously strengthen the function construction of "four centers", improve the level of "four services", comprehensively deepen reform and opening up, promote high-quality development, improve the governance level of megacities, safeguard and improve people’s livelihood, safeguard the security and stability of the capital, and strengthen the legislative work in key areas such as the government’s own construction, so as to provide a strong guarantee for the overall promotion of epidemic prevention and control and economic and social development in the capital.
Second, further promote scientific legislation, democratic legislation and legislation according to law.
The government’s legislative work should adhere to the principle of proceeding from reality and effectively solving practical problems, closely focus on the development goal of building a world-class harmonious and livable capital, thoroughly study the new characteristics of the city’s economic and social development, scientifically design and carefully organize in the process of legislative investigation, draft drafting and demonstration review, and continuously enhance the scientificity, effectiveness and systematicness of legislative work. It is necessary to further promote democratic legislation, adhere to the people’s dominant position, practice the concept of legislation for the people, and comprehensively use the methods of discussion and exchange, visits and surveys, and public opinion surveys to listen to opinions from all sides, so that the legislative process can truly gather public opinion and absorb people’s wisdom. It is necessary to legislate in strict accordance with the law, conscientiously implement the "Several Provisions of Beijing Municipality on Implementing the Regulations on Rules-making Procedures", constantly improve the working mechanism, standardize the legislative procedures, improve the quality of legislation, and ensure that the legislative authority, procedures and entities are legal.
Three, overall planning, serious organization and implementation.
District governments and municipal government departments should attach great importance to the implementation of the legislative work plan, strengthen organizational leadership, improve working mechanism, fine process management, strict time limit requirements, strengthen the implementation of responsibilities, and earnestly safeguard the seriousness of the legislative work plan. Drafting units should focus on key and difficult points, deploy basic work such as thorough investigation, problem sorting, data collection and data collation as early as possible, increase coordination, ensure that the drafting work is completed on time and with high quality, and reserve reasonable time for review; If it is really impossible to complete the drafting task on time, it is necessary to report to the municipal government in writing in time and explain the situation. Drafting units should make prudent decisions, conscientiously implement the relevant requirements of the Provisional Regulations on Major Administrative Decision-making Procedures, promptly solicit opinions from the public on draft legislation and explanations, and perform legal procedures such as social risk stability assessment and legality review according to law. The Municipal Bureau of Justice should earnestly strengthen organization, coordination, supervision and guidance, timely track and understand the implementation of the legislative work plan, urge the drafting unit to submit the draft legislation on time, and guide the drafting unit to solve the problems encountered in the work; Strictly control the review, and suspend the review of unqualified or immature drafts for submission, and return them to the drafting department for redrafting or put forward other solutions.
