In order to effectively transmit pressure and compact responsibility, according to the requirements of relevant documents of the central government and the spirit of the tenth meeting of the Beijing-Tianjin-Hebei and surrounding areas air pollution prevention and control cooperation group, the party group of the Ministry has studied and promulgated relevant provisions on quantitative accountability. The main considerations are as follows:
The first is the sword hanging high. Is to urge everyone to really work. In the process of supervision and law enforcement, it is generally felt that party committees and governments at all levels have worked hard, done a lot of work and achieved remarkable results, but there are still some places, especially the grass-roots party committees and governments, whose environmental protection responsibilities are not implemented in place and their work is relatively passive. The air control work is not allowed to cope, not allowed to slack off, and not allowed to do anything or act indiscriminately. This is the sword hanging high, always maintaining a high-pressure situation, playing a deterrent role, and achieving the goal of eliminating the "middle obstruction" and getting through the "last mile".
The second is to grasp the facts and grasp the details. The purpose of quantification is to grasp the work in detail and work hard in this respect. One point is deployment, and nine points is implementation. Quantitative accountability is very specific. There are two items to be included in quantitative accountability. One is "task-based" accountability, that is, strengthening the rectification of problems assigned by supervision and inspection. The Ministry of Environmental Protection has stepped up supervision and inspection to point out problems, and local authorities have to draw inferences. The second is "result-based" accountability, which ranks according to the completion of the atmospheric environmental quality improvement target. In this way, the task of air pollution control is tied up with the responsibilities of city and county party committees and governments, and the responsibilities are suppressed layer by layer, prompting local governments to do detailed work.
Just now, we talked about four tasks: first, the rectification of "scattered and polluted" enterprises is not effective; second, the work of replacing coal with electricity and gas is not practical; third, the "zero clearing" of small boilers is not in place; and fourth, the peak-shifting production of key industries is not implemented. These four problems are the prominent contradictions that affect the atmospheric environmental quality in Beijing, Tianjin and Hebei and its surrounding areas, and they are also found to be the most in the inspection process. It is necessary to solve these problems through supervision and the government’s efforts. At the same time, through these four tasks, other work will be promoted, thus promoting the comprehensive control of air pollution. The third is the long-term mechanism. The second is goal orientation. Through the implementation of strict, specific and quantitative accountability measures, all levels and departments will be urged to really move and work, to ensure that the strengthening plan can be implemented, to promote the improvement of air quality in Beijing, Tianjin and Hebei and surrounding areas, and to promote the supply-side structural reform in Beijing, Tianjin and Hebei and surrounding areas.
The third is precise force. Don’t try to cover everything, but go to the problem. The content and matters of quantitative accountability are made clear, so as to better compact the responsibility and promote the work.
The fourth is the linkage between the Ministry and the province. According to the needs of the work, special inspectors can be jointly carried out with provincial party committees and governments. In terms of quantitative accountability, it is clear that the accountability materials are handed over to local governments, and the local party committees and governments implement accountability. The accountability results must be approved by us and made public. When there is accountability, everyone can see it.
