  According to reports, the ban is mainly aimed at those who have major, violent, potentially violent and endangering public safety crimes, serious public security violations and traffic violations records. In addition to the fugitives, there are kidnapping, robbery, theft, drug abuse, rape, indecent assault, intentional injury, affray, intentional homicide, endangering national security and other criminal records, as well as illegal restrictions on the personal freedom of others in violation of the Public Security Administration Punishment Law and traffic safety violations.

  Previously, the Shenzhen Municipal Transportation Commission recommended that online car-hailing platforms restrict some people with criminal convictions (mainly violent crimes, rape and other criminal convictions), those who pose a greater threat to the safety of online car-hailing, and those who are being arrested by the public security organs. Fugitives, drug drivers, and mental patients who may cause accidents are registered as online car-hailing drivers to ensure the safety of passengers’ travel.

  At the end of March this year, the Shenzhen Municipal Transportation Commission jointly interviewed five online car-hailing platforms including Didi and Uber. The committee pointed out that after preliminary investigation, 3,086 online car-hailing drivers were found to have drug abuse and major criminal convictions, and asked all platforms to complete the discharge of these drivers before April 10. The incident has aroused widespread concern in the society, and for a time, a discussion on whether it is possible to drive online car-hailing with a criminal record has been launched in the society and industry.
