This plan is based on the Proposal of Guangzhou Municipal Committee of the Communist Party of China on Formulating the Thirteenth Five-year Plan for National Economic and Social Development, the Outline of the Thirteenth Five-year Plan for National Economic and Social Development in Guangzhou and the Thirteenth Five-year Plan for National Business Development, which mainly expounds the business development goals, key tasks and major initiatives of the whole city in the next five years. This plan is the behavior orientation of market players and an important basis for the competent commercial departments of our city to perform their duties. Chapter I Development Background Section I Development Foundation During the Twelfth Five-Year Plan period, our city actively responded to the global economic slowdown and the new normal of domestic economy in the post-financial crisis period, focusing on the goal of building a national central city in an all-round way.Efforts have been made to promote steady growth, adjust the structure, promote reform, and benefit the people’s livelihood. Significant achievements have been made in business development, and the main goals set in the Twelfth Five-Year Plan have been successfully completed, and the contribution to the city’s economy has been significantly enhanced. I. The circulation scale grew steadily, and the comprehensive commercial strength continued to improve. In 2015, the city achieved a total retail sales of social consumer goods of 798.8 billion yuan, ranking third in major cities in China, second only to Beijing and Shanghai, accounting for 25.3% of the province, with an average annual growth rate of 14.2% (the average annual growth refers to the "Twelfth Five-Year Plan" period, the same below); The sales volume of wholesale and retail commodities was 5.09 trillion yuan, ranking third in major cities in China, with an average annual growth rate of 22.1%. The total import and export volume of goods trade was $133.9 billion, ranking sixth in the country, with an average annual growth rate of 5.2%; The total import and export volume of service trade was US$ 35.7 billion, with an average annual growth rate of 29%. The added value of wholesale and retail industry was 269.7 billion yuan, accounting for 14.9% of the city’s GDP (gross domestic product), an increase of 2.5 percentage points over 2010, and the status of the pillar industry of commerce and trade was rising. By the end of the Twelfth Five-Year Plan, there were 2,064,800 employees in the wholesale and retail and catering industries, accounting for 25.5% of the employees in the city, an increase of 3.6 percentage points over the end of the Eleventh Five-Year Plan. At the end of the Twelfth Five-Year Plan period, there were 54 shopping centers in the city with a construction area of 7.09 million square meters, accounting for 17.7% of the number of large retail outlets and 56.5% of the total construction area respectively. The pace of upgrading the core business district of Tianhe Road has been accelerated.With a commercial area of nearly 1.4 million square meters, more than 300 international first-line and famous brands, 10,000 merchants and an average daily passenger flow of over 1.5 million passengers, "Tianhe Road Business Circle Business Index" has become the first business circle index in China. Modern circulation modes such as chain operation, logistics distribution and e-commerce have developed rapidly. In 2015, there were 150 head stores and 12,133 stores of chain enterprises above designated size, with retail sales of 264.6 billion yuan, accounting for 65% of the total retail sales of social consumer goods above designated size in the city. In 2015, the city’s e-commerce transaction volume exceeded 1.5 trillion yuan, ranking in the forefront of large and medium-sized cities in China, with an average annual growth rate of 15.4%; The retail sales of online stores above designated size was 51.8 billion yuan, up 62.1% year-on-year, accounting for 13.3% of the retail sales of wholesale and retail stores above designated size in the city, which has surpassed the retail sales of department stores and large supermarkets. The export market is becoming more diversified. The proportion of emerging market exports increased from 32% in 2010 to 50% in 2015. Emerging trade modes such as tourism shopping, cross-border e-commerce, bonded logistics, leasing trade and bonded exhibition transactions have flourished, and "zero breakthrough" has been achieved in parallel import of automobiles and aircraft financing leasing in special customs supervision areas. In 2015, the import and export volume of other trade except general trade and processing trade accounted for 21.5%, up 14.5 percentage points from the end of the 11th Five-Year Plan. Trade in services has developed rapidly. In 2015, the import and export of services accounted for 21% of foreign trade, up 7.3 percentage points from the end of the 11th Five-Year Plan. The offshore execution amount of service outsourcing is US$ 3.87 billion, with an average annual growth rate of 38.8%, ranking third in the comprehensive evaluation of 21 demonstration cities in China by the Ministry of Commerce. In the past five years, enterprises in our city have set up more than 150 overseas sales, R&D, testing, certification and logistics centers. International trade rules have been reshaped, and the process of regional and cross-regional integration has been accelerated. The "high standard" trade and investment rules such as TPP, TTIP and TiSA, which are dominated by Europe and America, are obviously exclusive. Competition between domestic regions and cities is becoming increasingly fierce. Under the new situation of economic development at home and abroad, the regional economic integration of Beijing-Tianjin-Hebei Economic Circle, Yangtze River Economic Belt, Yangtze River Delta Urban Agglomeration and Pan-Pearl River Delta has accelerated, and various regions and major cities are competing for high-end essential resources such as core resources, reform dividends and innovative talents more fiercely.Compared with Hong Kong, Shanghai, Beijing and other international business center cities, there is still a big gap in our city’s comprehensive business strength. The total import and export volume of goods trade is less than 1/7 of that of Hong Kong and about 1/5 of that of Shanghai. The integration ability of global high-end resource elements is not strong. On the whole, the industry of our city is still in the low-end link of the global value chain, with weak innovation driving ability and underdeveloped strategic high-end elements and high-end links of the value chain. The agglomeration effect of headquarters economy is not strong, and multinational companies with national influence and global resources have not yet formed. Among Fortune Global 500 companies, there were only two headquartered in Guangzhou in 2015, compared with 52 and 8 in Beijing and Shanghai respectively, and 17 and 12 in new york and London in 2013. There is a lack of products with independent brands, independent intellectual property rights and strong international competitiveness advantages, and processing trade and labor-intensive industries have also accelerated their transfer to neighboring countries, provinces and cities. Although the Nansha Pilot Free Trade Zone has started construction, the tension of institutional innovation has not been fully released.The market-oriented, international and legalized business environment in our city is still not perfect, and the leading position of opening up and traditional business advantages are gradually weakening.
